New Mexico Governor Susana Martinez has signed a bill alongside the state’s budget package that will require new campaign finance disclosures and could create an opportunity for open data developers that track lobbyists. The new law requires lobbyists to file a disclosure each time they spend more than $100 to influence elected officials. The law also created uniform reporting standards for these data which will make open data efforts easier to manage. Prior to this law, campaign finance disclosures did not have to be filed online making it difficult for the public to keep track of who might be influencing local politicians.

If people find it easier to get data from the city of Seattle going forward, they can in part thank the University of Washington. A team of UW faculty members and doctoral students spent the past six months working with the city on a new open data policy unveiled last week by Mayor Ed Murray. The policy requires all city departments to make their data as accessible as possible to the public while upholding privacy and security considerations. The UW team conducted focus groups to hear about the public’s wishes and concerns, assessed the city’s existing datasets and vendor agreements for security vulnerabilities, and held in-depth interviews with officials in eight city departments to identify their data processes.

News: Colo plans to grow data centre footprint by 27% by the end of 2016. US colo Equinix has today unveiled its expansion plans for 2016, which include over $4.5bn in acquisitions and organic growth. In the company’s plans are the construction of four sites in Tokyo (Japan), Dallas (US), Sydney (Australia) and Sao Paulo (Brazil). The expansion plans came following growing demand for colocation and cloud services around the world as businesses realise the need for services interconnection driven by the IoT, CEO Steve Smith said. The company said the $4.5bn figure includes $3.8bn for the TelecityGroup acquisition and $275m for Bit-isle buyout, leaving over $420m for investment in the new four data centres.

It probably shouldn’t come as a surprise, but Edmonton has had a lot of names. Similarly, many of the geographical landmarks in the city also have had a lot of names, many reaching back to before Europeans colonized the area. Local geographer Matt Dance is hoping to create an open-source database of this information, and is looking for help. “There was a gap in the open data warehouse,” he said. In its initial stages, Naming Edmonton (Dance’s project) began when he got his hands on a digital copy of a book called Naming Edmonton: From Ada to Zoie. Using this text, jointly produced by the City of Edmonton and the University of Alberta Press, as a jumping point, Dance plans to transform the book into a base for an open data set.

The Mid-Ohio Regional Planning Commission wants to build an online data hub to help businesses, government, students and others looking to find all kinds of information about the Columbus region. Think of the regional data site as a more-refined Wikipedia for Columbus data, a single point of entry to information about the 15-county Columbus area covered by MORPC. The point is to pull together hard-to-find data from disparate portions of the web to make finding out about Central Ohio as easy as possible. “Right now we are kind of siloed in our work, no matter how hard we try,” said Nancy Reger, MORPC’s data and mapping director. MORPC says 40 states, cities or counties in the U.S. have similar open-data websites.

California has opened an Innovation Lab to support its efforts to increase citizen engagement, build public-facing applications and foster internal government innovation. The Innovation Lab is the first project out of the gate for the newly established Office of Digital Innovation and Technology Engagement, which was created to leverage the state’s current investments in data; promote information sharing and data-driven decision making; support open source technologies; and develop agile, cost-effective solutions for the state. The new office will be headed by Scott Gregory, California’s state geographic information officer.

Government produces a lot of data — reams of it, roomfuls of it, rivers of it. It comes in from citizen-submitted forms, fleet vehicles, roadway sensors and traffic lights. It comes from utilities, body cameras and smartphones. It fills up servers and spills into the cloud. It’s everywhere. And often, all that data sits there not doing much. A governing entity might have robust data collection and it might have an open data policy, but that doesn’t mean it has the computing power, expertise or human capital to turn those efforts into value. The amount of data available to government and the computing public promises to continue to multiply — the growing smart cities trend, for example, installs networks of sensors on everything from utility poles to garbage bins.

The Office of the National Coordinator for Health Information Technology came armed to the 2016 HIMSS conference with news. But what really got people’s attentions? The top tidbit obviously came from Secretary for Health and Human Services Sylvia Burwell, who announced that the 17 health care IT providers responsible  for 90 percent of electronic health records in hospitals — including Cerner, Intel and GE Healthcare — have agreed to promote interoperability with 16 health care providers. The collaboration aims to open data to patients and develop standards for data sharing. But Acting Assistant Secretary for Health Karen DeSalvo also grabbed some headlines by announcing a series of initiatives and updates at the conference in Las Vegas.

At an event held by the Data Coalition, California lawmakers and IT leaders talked about how the state could boost its efforts to tap data. SACRAMENTO, Calif. — California civil servants are leading the way in open data use, even as the state as a whole drags its feet, according to panelists at the Data Coalition’s California Data Day Tuesday. Robb Korinke, a principal for California public affairs firm GrassrootsLab, lamented that millennials can find a date on their smartphone — but may have trouble locating some basic facts about their cities. “This is kind of embarrassing that a state known for innovation is lagging,” said Korinke, who moderated a panel at the event.
