The government is calling forth tech-savvy New Zealanders and encouraging them to apply for Open Data fellowships with Land Information New Zealand and the Wellington City Council. “If you’re a developer or data scientist who wants to make a difference in your community, then don’t let this unique opportunity pass you by,” says Land Information Minister Louise Upston. “The application process allows you to identify a local problem you’d like to solve by using data that already exists but just needs to be collected and presented in a way that’s useful to people in their everyday lives,” she continues.

Sometimes he looks like a guy the police are looking for. “They always say they got a call with my description,” says Torres, a 25-year-old from North Philadelphia’s so-called Badlands. “Hispanic male, tattoos and maybe the same color shirt.” Torres’ story isn’t unique. Many young men in Philadelphia have run-ins with the police that they feel are unwarranted. In parts of Torres’ neighborhood, where there are four times more police stops than there are neighborhood residents, it’s less of the exception than the rule. The Philadelphia Police Department, of course, has its own side of that story to tell.

Forty Washington, D.C. area high-school and middle school students spent part of their summer vacation at Open Data Summer Camp, learning how to apply data science to food safety and agricultural issues. Working with the Department of Agriculture, New York University’s Governance Lab designed a curriculum to help students understand the fundamentals of data science and how it can be used to study agricultural issues such as the monetary costs of foodborne illness. Using data supplied by USDA, the students worked with tools and data science methodologies to get experience gathering and cleaning data, analysis, visualization and presentation. They created blog posts, spreadsheets and surveys, and learned to use Photoshop, Illustrator, Tableau and CartoDB.

It’s been a year since Jackson officials decided to contract with a company to make financial data available to the public and councilmen online. Weeks out from the deadline for next year’s budget, the information is still absent from the city’s open data portal. Last year in June, the city authorized the mayor to execute a contract with OpenGov “to provide up to date financial and budgetary information to the public” for $22,000 annually with a $3,000 implementation fee. OpenGov creates interactive data portals for cities that update information in real time. Three weeks after launching a real-time data feed and satisfying a commitment to app developers, Metro has pulled some of the data, citing security concerns. Metro no longer publishes the location of non-passenger trains, a change made for “operational and security reasons,” according to a Web page devoted to the new app data. The issue snarls train-arrival data for developers, who say they can no longer guarantee an accurate portrait of the system’s congestion in their apps. Riders use the apps to determine when their next train will arrive or, perhaps, whether congestion is holding up their line. [Where’s my train? Metro’s new data feed lets app users find out.] Metro did not immediately respond to a request for comment on the change.

In an earlier post, we reviewed some of the data rules and policies adopted by school districts. While many cities, states and counties have made stunning progress in the last few years creating policies and implementing open data programs, few school districts have so far followed their lead. School officials must be careful about what data they release: Very specific information regarding individual students and teachers must be private and secure. However, as Sunlight believes (along with some people in the White House), there can be significant positive benefits to more open aggregated data from school districts.

The Ottawa Police Service should make crime data open to the public to give residents an accurate picture of what’s going in the city, says a law professor at the University of Ottawa. Teresa Scassa, the university’s chair in information law, recently published a paper examining publicly available crime mapping tools used by police services in three Canadian cities: Ottawa, London, Ont., and Saint John, N.B. The Ottawa police crime map only shows calls for service in the last six months. While the assessment noted Ottawa’s map did a better job at warning users about its limitations, the professor came to the conclusion that all three are inherently problematic.

In an effort to increase transparency and accountability, the New Orleans Police Department will make more raw police data available to the public online. NOPD officials hope this will improve the department’s track record and build more trust within the community. The Police Department recently outlined new guidelines for releasing officer recordings. The body-worn camera program was launched in 2014. Every officer is equipped with a camera that records every interaction with people. With the effort to increase transparency, the Police Department has made calls for service data available through the city’s Open Data Portal. Calls for service include reports of gunfire, robberies, burglaries and other incidents that police officers are called to in New Orleans.
