The US government has published a new federal policy that aims to encourage more agencies to open-source custom code they’ve developed. The policy, which was laid out on Monday in a joint memo from US government CIO Tony Scott and chief acquisition officer Anne E Rung, draws attention to the waste that occurs when agencies purchase substantially similar code because other agencies haven’t made their code discoverable or available. In response to these constraints on sharing, the policy aims to ensure all agencies make custom-developed source code broadly available for reuse across the whole of government.

Earlier this year, the city of Los Angeles launched GeoHub, an ambitious map-based portal designed to improve communication across city departments, spur innovation, and increase community engagement. GeoHub, powered by Esri’s enterprise location engine, connects citywide location-based data to plan for and support city operations efficiently across diverse residents. The GeoHub’s repository supports interactive maps that can be created and modified in real-time to engage Angelenos and expedite cross-departmental decision making. Augmented reality is just what it sounds like — reality that is augmented. More specifically, a user’s view of the real world is altered by a computer-generated image that is superimposed on or in it. Unlike virtual reality, which replaces what the user sees with a simulated environment, augmented reality uses a heads-up-display or a traditional screen to place the information and visual elements over the user’s view of our world. The two most publicized applications of augmented reality are the popular mobile game Pokemon Go and the experimental device produced by Google called Glass. Glass is a headset with a single piece of glass about the size of a sugar cube that rests in the upper-right of the user’s field of vision.

A lot of US cities are just getting started with open data, but Philadelphia has been in the data game for awhile. Philly’s open data program has released over 200 datasets, including those focusing on city contracts and the city budget. In this episode, Sharon and Eric chat with Chief Data Officer Tim Wisniewski of the City of Philadelphia to discuss how cities can improve their data practice and learn from the experience (both good and bad) of Philadelphia. Tim has served in the Philadelphia city administration since 2012, helping to build a nationally renowned open data and digital services program.  Tim is a Philly native and was previously Executive Director of the Frankford Special Services District, where he led efforts to revitalize the Frankford Avenue Business Corridor.

The White House United States Digital Service team launched a website on the General Services Administration’s Acquisition Gateway called TechFAR Hub, which walks agencies through the process of digital service acquisition. The website, which is currently in alpha, incorporates techniques from the private sector to deliver services faster, cheaper, and at higher qualities. The site provides the Digital Services Playbook and TechFAR Handbook for agencies to keep in mind while browsing the acquisition materials. The Digital Services Playbook has 13 plays, which state that agencies should understand what people need, address the whole experience, make it simple and intuitive, build the service using agile and iterative practices, and structure budgets and contracts to support delivery.

With the minority Palaszczuk government approaching its halfway point, the LNP is stepping up its attacks, hoping to differentiate itself from the government with its own record on law and order. Shadow Police Minister Tim Mander used the latest police statistics to up his attack on the government for being “soft on crime”, point to the 42 per cent increase in assaults on the Gold Coast over the past year as proof “Queensland’s hardworking police simply weren’t getting the support they needed” from the Labor government. “Labor is notoriously soft on crime and the facts speak for themselves,” Mr Mander said in a statement.

Making data useful and other stories – How GM authorities are using data to help their citizens This month’s Open Data Manchester looks at how two local authorities are using data to deliver service. Alison Mckenzie Folan and Alison Hughes from Wigan Council will show how they are using data and open data to help them engage the community, target resources and enhance services. Wigan Deal has been seen as an exemplar of engagement between the public sector, local businesses and community. Jamie Whyte leads Trafford Innovation Lab which has been developing new and innovative ways to make open data understandable.

(QCOSTARICA) The Banco de Costa Rica (BCR) does not want the public to know the salaries of its officials and the Constitutional Court supports the action. In a decision on Thursday, the magistrates of the Court said it “valid” the decision by the bank to place a password to an electronic file with public data. The action before the Court was brought by two journalists from the weekly El Financierio (a La Nacion publication), when the BCR prevented access to the electronic data. The newspaper had requested access to the database of public information to make a journalistic analysis.

Stakeholders in agriculture and the African media in 22 countries recently gathered in Abidjan, Cote d’Ivoire to brainstorm on how to take the issue of agriculture to the next level in terms of reportage. Sina Fadare was there. Experts from World Bank Group have said that the future of Africa to provide food for its teeming population lies in deliberate huge investment in agriculture. Holger Kray, Africa Agriculture Policy Unit of the World Bank Group, disclosed this recently at a three-day workshop on reporting agriculture hosted by the Africa Media Initiative (AMI) in conjunction with the World Bank in Abidjan, Côte d’Ivoire.
