OPEN TEXT: According to Stephen Larrick, the definition of open data as “non-narrative” in New York Local Law 11 that Sunlight flagged in 2013 has spread to at least 14 other open data policies around the United States. Unfortunately, that “may be interpreted as discouraging the inclusion of important public information like policy text in open data programs,” he writes, which means that bad policy is spreading “copy-and-paste.” As more cities and state adopt open data policies, open government advocates need to make sure that they’re adopting the best aspects of what’s been formed before and dropping the worst.

Santa Fe, New Mexico has launched a new open data driven budget site using OpenGov. Users can view historical and current revenues and expenditures, examine trends over time and explore multiple views of financial data, breaking it down by fund, department, and type of revenue or expenditure. Refreshingly the site contains budget data and not the usual open data faves like transit times or demographic data. The city is paying the vendor just under $8,000 per year to maintain the open data portal, which includes several visualization tools. City officials say the site is part of a bigger transparency project coming to city government. Still, there are some critics.

IBM and Mapbox have teamed up to bring geospatial analytics to the Watson Analytics and Cognos Analytics platforms. IBM announced that it has joined forces with Mapbox to bring geospatial analysis or mapping to business users. Together, the companies are integrating the Mapbox scalable vector graphics-based maps with IBM’s Watson Analytics and Cognos Analytics . Mapbox offers an open-source mapping platform for custom designed maps. The company’s APIs and SDKs are the building blocks to integrate location into any mobile or web app, IBM said. Watson Analytics, IBM’s data analysis solution in the cloud, is designed to enable business users to easily access analytical insights without complex software or expert assistance.

Governments have used maps for everything from local economic development to snow plow tracking — now they’re also using it to fight the spread of the Zika virus. Rather, U.S. government entities have been using the concept of geographic information systems (GIS) to help manage disease outbreaks and public health crises for a long time. But the open data movement and improved GIS platforms have helped make those maps a lot more useful. Today, the Department of Health and Human Services’ Office of the Assistant Secretary for Preparedness and Response (ASPR) is using GIS to both track the spread of Zika in the U.S. and predict where it might cause the most damage in the future. The virus, carried by a couple species of mosquito, has raised fears as it comes to the U.S.

When the editors of the New England Journal of Medicine warned in January that some scientists thought that sharing data would lead to “research parasites” — a subspecies of researchers who gained unearned glory off the backs of their hard-working colleagues — they earned heaps of scorn from the scientific community. Critics blasted Dan Longo and Jeffrey Drazen, deputy editor and editor-in-chief, respectively, as petty and shortsighted, more concerned with personal gain than the expansion of knowledge. As one reader responded: “When data can be withheld, researchers can have their cake, by hoarding their data, and eat it, too, by claiming public credit.” The esteemed journal is at it again, however.

With help from Darius Tahir (@DariusTahir) and Arthur Allen (@ArthurAllen202) SCOOP: VA TAKES NEXT STEP ON NEW EHR: The VA wants the health IT world’s help in understanding how to best acquire and transition to a commercial electronic records system in the latest indication it wants to ditch its decades-old VistA system. The department issued a request for information on the Federal Business Opportunities website to solicit the feedback. Responses are due Aug. 26. The last we heard from the VA was in a Senate hearing last month when Chief Information Officer LaVerne Council testified the VA was working with KLAS and other EHR consultancies to build a case for a commercial EHR that would replace VA’s VistA system.

As our friends at the OpenGov Foundation know all too well, open access to the law is not a given in American cities: Many, if not most, of the city ordinances, executive orders, resolutions and other policy documents that govern our municipalities are not being proactively released online as open, structured, machine-readable data for anyone to access, download and reuse. We believe that open data policy can help address this problem, but we’re not seeing many real-world examples of this yet.

New analysis of 2015 data by NTIA researchers suggests that rural residents still aren’t using the internet at the same clip as their urban counterparts. Alex Koma covers state and local government IT news and developments across the U.S., writing regularly on open data, cybersecurity and other … People living in rural communities still lag behind residents of urban areas when it comes to internet adoption, according to a new analysis by the National Telecommunications and Information Administration. The federal researchers released the results of their examination of 2015 Census data Wednesday, noting that while 75 percent of urban residents reported using the internet last year, only 69 percent of rural residents did so.
