Jason Ward, UKI North, Scotland Ireland Director at EMC, discusses a new Big Data League report and how the public sector is faring against other sectors in the use of big data. The results from the EMC Big Data League clearly demonstrate the UK public sector’s aspirations for digital transformation. The journey is ongoing and there’s still a lot of innovation and efficiency to be had, with Policy Exchange estimating the government could save an additional £24bn a year by 2020. But with initiatives including GOV.UK, a drive to open up data sets and the ongoing advancement in the government’s cloud journey, there is some great progress being made.

Public sector IT body Socitm has sketched out the key requirements necessary for local government to produce digital services. The organisation pointed to several councils’ digital strategies as good examples of how to roll out digital public services in its policy document, Digital: Vision to Value, released yesterday. It hopes that by going digital local authorities can run services redesigned to focus on the people who use them, at a lower cost and more efficiently than they currently do. While the race for California’s 52nd Congressional District is gaining national notoriety for the heated contest between incumbent U.S. Rep. Scott Peters (D) and Carl DeMaio (R), the two candidates took time out last week to discuss emerging technology and open government issues. Open San Diego, a group committed to furthering the technology environment in San Diego through collaboration, hosted a “Meet the Candidate” series. The two candidates came on separate nights, Peters on Wednesday, October 15, and DeMaio on the following Thursday. The “Meet the Candidate” series is a friendly gathering that brings elected officials and candidates together with San Diegans to discuss the role of technology in government.

The NSW state government has launched its updated ICT strategy ‘Digital Plus’, along with a fresh mobile app and new record collecting policies. The new strategy will harness the government’s push towards open data and focuses on customers in a bid to “offer citizens a seamless experience when dealing with government.” In making the announcement NSW Minister for Finance and Services Dominic Perrottet said Service NSW had redefined the standard of customer service in the public sector and its customer-centric approached needed to be rolled out across government. “Our citizens expect and deserve the best in face-to-face and online service delivery. Service NSW is a great example of government listening, responding and delivering services in a way that customers want,” he said.

In just a few decades, we’ve moved from the individualized computing paradigm of the PC toward an always-on world where billions of people are connected across multiple systems, platforms and services by computing devices of all sizes and shapes. Interoperability, open source and open standards are all critical today. Today, citizens have a strong — and justified — expectation that everything interoperates seamlessly across multiple platforms and technologies, almost magically. Any device should be able to work with any cloud from anywhere with any application.

This week, we announced the findings of the Big Data League, a test of 300 decision makers in the UK to understand how they are coping with the big data challenge. The results clearly demonstrate the UK public sector’s aspirations for digital transformation. “It’s all about the cloud.”  We hear or see that phrase in meetings, presentations, email pitches, articles — constantly. Aside from the trend, cloud in the federal government is fueled by three essential trends: An announcement last week of an alliance between IBM and SAP will help to accelerate adoption of the cloud by enterprises, including those in the federal government. Currently, much of the dialogue seems focused on the infrastructure, or data center consolidation and decisions about what to move to the cloud. Those are important issues and require the attention of CIOs and the IT community. But as the federal government shifts to the cloud, we must not lose sight of how this new infrastructure can be a tool for innovation.
