The Los Angeles Fire Department will begin releasing verified response time data to the public once a month, and firefighters will begin having regular conversations about how they can improve their performance using the data they collect, Mayor Eric Garcetti and Fire Chief Ralph Terrazas announced Thursday. The emergency response agency has been plagued by questions over the accuracy of its response time data, ever since department officials admitted in 2012 the data they had been releasing showed firefighters were responding faster than they actually were. Officials at the time blamed the inaccurate data on a faulty process for crunching the times recorded in their dispatch system.

MANILA, Philippines — The media and the public can encourage people in government to make data available by recognizing positive and significant trends from it, an American official who recently visited the capital said. Macon Phillips, chief of the US Department of State’s International Information Programs, said that from the perspective of transparency advocates from within government, the avalanche of petty reports based on open data make them less motivated to go through the complicated processes to make the numbers available. “You have to ‘incentivize’ people in government by doing great stories from that data,” Phillips told a small group of online journalists and bloggers on Wednesday.

Open Knowledge and the Open Definition Advisory Council have announced the release of version 2.0 of the Open Definition. The Definition “sets out principles that define openness in relation to data and content,” and is the baseline from which various public licenses are measured. Any content released under an Open Definition-conformant license means that anyone can “freely access, use, modify, and share that content, for any purpose, subject, at most, to requirements that preserve provenance and openness.” The CC BY and CC BY-SA 4.0 licenses are conformant with the Open Definition, as are all previous versions of these licenses (1.0 – 3.0, including jurisdiction ports). The CC0 Public Domain Dedication is also aligned with the Open Definition.

Lack of water is a critical constraint to increasing food production, particularly as climate change makes water even scarcer. Big Data is helping to meet that challenge. This week is the 7th International Open Access Week, a global event promoting Open Access as a new norm in scholarship and research. For the occasion UNESCO-IHE launches a new course on its Open Courseware (OCW) platform: Software for Preprocessing GIS Data for Hydrological Models. This course is the first in a series of Open Courseware that will be made available in the coming weeks in addition to the four already accessible OCW courses. For many studies models are used or developed. During modelling courses not much attention is paid to the preprocessing of input data and parameters needed for the models. A lot of open source software is available for this purpose.

The UK’s public mapping data has been put on the road to privatization after the Ordnance Survey opened talks to become a govco.The controversial plan contradicts official claims that the UK is committed to turning its most valuable public data sets into open data. Such data is already being sold for profit by quasi-public bodies – called Trading Funds – set up under the privatization programmes of consecutive Conservative governments over the last 40 years. The govco plan continues that effort.Ordnance Survey slipped out that it was in talks to become a govco in the summer, when a public furore over the government’s other govco plans was reaching full boil.
