The EU is placing €14.4m (£11m) in three open data initiatives. One of the projects builds on a startup programme fostered by the London-based Open Data Institute, which was founded by Nigel Shadbolt and Tim Berners-Lee with £10m of UK government funding in 2012. The EU will invest €7.8m in a Europe-wide incubator, €3.7m in a web data research network and €2.9m in an academy to train data scientists. Gavin Starks, ODI CEO, said: “This is a decisive investment by the EU to create open data skills, build capabilities, and provide fuel for open data startups”. The 30-month incubator programme will be funded through the EU’s Horizon 2020 research and innovation programme, which has a chest of €80 billion to spend over seven years (2014 to 2020).

Big Data meets Open Data. Creating benefit for the economy or a data monster that we will not be able to control? HR Wallingford Technical Director, Keiran Millard, considers the key question being asked within the IQmulus project: how do we sustainably exploit big geospatial data? IQmulus is an EU-funded research project looking at how we get value from large geospatial data sets: the data from sources such as LIDAR, SONAR and numerical simulations. These data are simply too big for routine and ad-hoc analysis, yet they could realise a myriad of disparate and readily useable information products with the right infrastructure in place.

The UK’s Open Data Institute (ODI) and the EU have announced funding worth €14.4m to encourage open data innovation. The pledge builds upon the successful training business and research functions of the UK’s ODI and is the largest direct investment in open data startups in the world. Funding will be directed towards a Europe-wide incubator programme, a Europe-wide web data research network and a new academy to train data scientists. The California Health and Human Services Agency launched its open data website this week after completing a public beta. The site is expanded version of the open data portal that the California Department of Public Health launched in August. The CHHS Open Data Portal folds in data sets already posted on the CDPH Open Data website and adds new data, charts and maps from the Office of Statewide Health Planning & Development (OSHPD). More agencies under HHS supervision are expected to upload their data in the future. Data sets currently available through the portal include cause of death statistics, West Nile virus case data, high school smoking rates, maps of health-care facilities, mothers’ age giving birth, and much more.

An international collaboration of space agencies that provides free satellite imagery and data to assist disaster responses is now supporting efforts to control the Ebola virus outbreak in West Africa.When the International Charter on Space and Major Disasters was activated on 9 October it was the first time it had been triggered in response to a disease outbreak.The charter has previously only been activated to help map areas in response to natural disasters such as typhoons.In the Ebola context, satellite data could assist attempts to find out where the virus originated and help produce maps useful for coordinating medical responses.

g0v took the lead in organizing Taiwan’s Sunflower movement (speedbug/flickr) This past March, hundreds of protestors stormed Taiwan’s parliament, the Legislative Yuan, in opposition to a pending trade deal with China. Dubbed the Sunflower Movement protests, students occupied the legislature for 17 days to demand line-by-line review of what was perceived to be a cloaked attack on Taiwan’s independence from an ever-growing China. During the protests, organizers brought in food for the occupiers, mobilized 100,000 person strong rallies, and kept the public at-large informed. This impressive act of online and in-person organizing was co-lead by an online community called g0v. g0v wants to make government more transparent and accessible.

The European Union (EU) is to invest €14.4 million (£11m) in three Open Data Institute (ODI)-backed initiatives, in what is described as the largest ever direct investment in open data startups. It is hoped the funding, part of the EU’s €80 billion Horizon 2020 investment programme, will catalyse open data innovation across the continent by promoting early stage firms and educating data scientists. “This is a decisive investment by the EU to create open data skills, build capabilities, and provide fuel for open data startups across Europe,” ODI CEO Gavin Starks told the Open Data Summit in London.

Access to open data fuels innovation and new products – and one data evangelist believes it could eventually make the world a better place. Reliable raw data is the lifeblood of scientific research. Since it launched in 2009 the US government’s venture, data.gov, has grown to almost half a million datasets ‒ a vast resource available to anyone who wants to use it. Its goal is to fuel innovation and scientific research in areas such as health, the environment, space exploration and education. The agency’s ‘evangelist’, Jeanne Holm, encourages public and private bodies to access open government data. Already, these kinds of initiatives have created new products – for instance an asthma inhaler with a GPS chip that allows fellow sufferers to avoid areas which might trigger their condition.

The outbreak of disease is often a latent but hard-hitting global concern, as currently exemplified by the flurry of anxiety swirling around Ebola. Many efforts have sprung up to fight spread of the disease, including the World Bank which has recently committed $400 million to said cause. While the growing human cost of the disease is distressing enough, if Ebola is not contained, the World Bank has estimated an additional economic cost of $32.6 billion to the West Africa region.     To find out, we recently spoke with Clark Freifeld, co-founder of HealthMap.org, a web-based tool that has been in the news for detecting Ebola 9 days before the World Health Organization officially announced it.
