Tony Parham was named the state’s first government innovation officer by Gov. Deval Patrick in 2012. Parham brings a varied background to the position, with experience in marketing, product management, software development and strategic planning. His mission is to find new ideas and technologies that make government function more smoothly for residents. Under the executive order that created my role, I reported to the governor and the secretary of administration and finance. Since then we’ve enhanced our partnerships, and now we’re also reporting into MassIT, our IT organization. I’ve also added a deputy GIO and launched a program that we call the Commonwealth of Massachusetts Innovation Fellows.

There are signs that crowdsourcing is becoming a legitimate data strategy. What remains unclear, though, is whether it’s a reliable one. One crowdsourcing project, PredictIt.org, illustrates the issues at play. PredictIt is an academic project under the auspices of the Victoria University of Wellington, New Zealand, with U.S. university affiliates. Essentially, it allows people to wager on political races, (yes, it’s legal), and tap the “wisdom of the crowd.” Four days leading up to the elections, it ran a market on this year’s U.S. Congressional mid-term. The crowd successfully predicted the overall outcome in Congress, foreseeing a Republican take-over of the Senate and gains in the House. As of Monday, the site was predicting Republicans would have 53 or more seats in the Senate.

Global tech leaders will discuss the multi-trillion dollar opportunity posed by more open use of government and private sector data when they meet in Brisbane next week at the G20 ICT Industry Forum. A recent report shows the benefits of governments moving towards open data are conservatively valued at $US13 trillion in the next five years for G20 economies and around $16 billion to the Australian economy alone, representing more than half of the two per cent growth target the G20 set itself in February 2014. Set to take place at Brisbane City Hall just a few days ahead of the official G20 Summit, the G20 ICT forum will explore an action strategy around Open Data and discuss the future of ICT within Australia and throughout the world.

New portal launched with calls for open government on non-sensitive data by default The second chapter of the federal government’s open government strategy now has a confirmed action plan. Treasury Board said Thursday that the action plan — a document that civil servants have to follow over the next two years — for what it calls Open Government 2.0 has been issued following a consultation period. The plan includes a directive that federal employees treat open by default for the handling of non-sensitive information.

The concept is simple; invite geeks of varying backgrounds to a central location for a weekend, supply them with food, drink, and an interesting problem, and see what happens. Kind of like the 40 Hour Famine, but with more eating, and labour donations instead of money. ThoughtWorks, an agile developement and design company, hosted and sponsored (among other sponsors, like Red Hat) the second annual Health Hack in Melbourne, bringing researchers together with technologists at their office in Melbourne’s central business district for 48 hours to create software that solved a problem in the health sciences. All the code developed at Health Hack would be released under an open source license, and in most cases, took advantage of some form of open data.
