The Chattanooga Public Library has been a part of the city’s gigabit ecosystem and infrastructure since 2012, when the 4th Floor became the first public library space in the United States to offer access to a full gig of speed. Now in partnership with the Mozilla Foundation, the National Science Foundation and others, the Chattanooga Public Library is launching the newest layer to the city’s gigabit offerings: GigLab. GigLab will be located downtown in the library’s community beta space, the 4th Floor, and will be the first public access space of its kind.

For more than five years now, states and localities have been leading on open data, allowing the public free and unfettered access to the reams of data they collect on everything from neighborhood crime statistics to restaurant inspections to real-time bus arrivals. What’s driven the open data movement is the idea that government needs to be more transparent. But now, a growing number of experts and policymakers are saying it’s time to shift the conversation about open data away from transparency to economic value. FiscalNote, a Washington, D.C.-based legislative and regulatory analytics firm, has closed $7 million in Series A funding. Visionnaire Ventures, a joint fund between Taizo Son and Temasek, led the round with participation from other investors that included AME Cloud Ventures, NEA, Green Visor Capital and Winklevoss Capital. Washington, DC – FiscalNote, the premier legislative and regulatory analytics firm, today announced $7 million of Series A funding led by Visionnaire Ventures, a joint fund between Taizo Son and Temasek, the Singaporean sovereign wealth fund. FiscalNote intends to continue its content expansion and its engineering capacity to cover information both domestically and around the world, while continuing to expand its sales and marketing teams.

Representatives from the multinational Group on Earth Observations met in Geneva last week to examine how open Earth observation data integration could benefit thousands of people globally. Participant countries “discussed strategic approaches to ensure that GEO continues to contribute to resilient societies, sustainable economies, and healthy environments,” Tim Stryker, the director of the White House’s Office of Science and Technology’s U.S. Group on Earth Observations, wrote in an email to FedScoop. He added that in the coming year, GEO will focus on regional initiatives to build capacity for the more effective use of Earth observations data and information.

The Open-Access Movement just gained a very powerful ally. The Bill & Melinda Gates Foundation yesterday announced the details of its open access policy – and it looks impressive. The policy will require any researchers it funds, “in whole or in part,” to publish their findings in peer-reviewed journals that are immediately free-to-access. The policy will ensure that all peer-reviewed research funded by the Gates Foundation will be accessible – by the public, by other researchers, by anyone – the moment its findings are published. For free. The policy stipulates that published research be made available under a Creative Commons Attribution 4.

They may not like it, but politicians and communicable diseases have something in common. According to a team of researchers at Los Alamos National Laboratory, they’re both trackable via Wikipedia. Using techniques similar to those used to gauge public interest in political candidates before an election, scientists at the Department of Energy’s New Mexico research lab said they can monitor and forecast disease outbreaks around the globe by analyzing views of Wikipedia articles and the viewers’ locations. Researchers hope the technique, recently unveiled in a paper published in the scientific journal PLoS Computational Biology, will speed faster response to communicable disease hotspots around the world based on open data in an open source system.

Liberian youths flash their mobile phones in support of UNICEF’s U-Report (UNICEF Liberia) The fight against Ebola in West Africa is far from over even if media attention has waned. While the virus has slowed in Liberia, down from a reported 100 cases per day to around 20, Ebola is a disease that spreads exponentially and could still easily spin out of control. Nearby, Sierra Leone is seeing an uptick in infections, though Guinea, where the virus first appeared, is seeing a plateau. Overall, 14,000 have been infected and 5,000 have died. Dr. Paul Farmer, an award-winning physician whose nonprofit Partners in Health is working in Liberia and Sierra Leone, recently spoke out about how to contain Ebola in West Africa.
