Tim Davies (@timdavies) is a social researcher with interests in civic participation and civic technologies. He has spent the last five years focussing on the development of the open government data landscape around the world, from his MSc work at the Oxford Internet Institute on Data and Democracy, the first major study of data.gov.uk, through to leading a 12-country study on the Emerging Impacts of Open Data in Developing Countries for the World Wide Web Foundation. A broad coalition of companies, governments, and other entities have come together to open data. This work is based on the belief that opening data creates myriad benefits to society, for transparency, for economic value, and other benefits.

A group of companies, including IBM, Univention, and Open-Xchange have launched the Open Cloud Alliance with the goal to make it easier for local cloud and hosting providers to offer diverse cloud services on the back of open source technology and to improve data portability. The alliance appears to be a way to address Germany’s data privacy and data sovereignty concerns. OCA provides a single open source platform which integrates with many open source enterprise software solutions, including a single identity management solution. The aim is to make users less dependent on the large providers, a message that resonates in the European market.

A profound shift is underway across government that affects how data is stored, accessed and processed. Federal agencies with mission-critical applications are learning to unshackle themselves from slow, disk-bound databases and embrace the tremendous benefits that come with managing data in-memory. As agencies deal with aging software applications or seek to launch new public-facing Web portals, ensuring system performance is paramount. Caching data in RAM puts the data closer to the user and the applications that are trying to access it. It’s analogous to a chef who puts his knives and ingredients closer to his prep station rather than in remote pantries. Reducing that distance can make a significant impact on how long it takes the chef to prepare a meal.

With a campaign platform that spotlighted affordable housing, health care and environmental issues as priorities, one may think California Assemblyman-elect David Chiu has left his roots as a technology entrepreneur far behind. But as he prepares to take office in January, Chiu is keeping a close eye on a number of high-tech issues he wants to address as a state lawmaker. The incoming assemblyman is a big proponent of innovation, open data and privacy implications of technology continuing its integration into peoples’ daily lives. In an interview with Government Technology, Chiu said that he’s also very interested in the sharing economy and how that will impact California in the years to come.

Want to know where all the health centers are in Apa, Nigeria? There’s a map for that. In fact, the same map has data on water points and schools for that village and more than 700 Local Government Authorities across the country. An internal system designed to help determine where and how to allocate funding in Nigeria is now out in the open. The Nigerian government recently published what it is calling the MDG Information System. Data points, marked on a map of the country, provide information from the number of full time teachers in a school to whether a water point is working to whether a health center provides family planning services. All are a part of opening up data about the country and working to achieve the Millennium Development Goals.

You may not be that interested in databases and information systems because your work does not revolve around them but open data, as far as the ‘open’ part, does not sit alone in isolation from the rest of life. Among other context surrounding open data there is a whole ‘open agenda’ –  open government, open education, open research, open access, open knowledge, open source. All these ‘opens’ cross over with each other.
