We believe that published research resulting from our funding should be promptly and broadly disseminated. We have adopted an Open Access policy that enables the unrestricted access and reuse of all peer-reviewed published research funded, in whole or in part, by the foundation, including any underlying data sets.

The International Centre for Free and Open Source Software will organise the fifth international free and open source software conference, ‘Swatantra 2014’ from December 18 to 20 here. This is the fifth in the series of free software conferences organised with the support of the State government, with previous conferences having been held in 2001, 2005, 2008 and 2011. ‘Free software for a free world’ will be theme of the event this year. At least 150 free software practitioners, developers, activists, students and policymakers from here and abroad are expected to attend. Richard Stallman, Director, Free Software Foundation, Boston, will deliver the keynote address on the topic ‘Beyond free software’ at 5 pm on December 18.

The following was published Nov. 20, in The Vacaville Reporter. The warnings have been sounding for some time now, so it should not have surprised anyone to see the numbers in black and white posted online recently by State Controller John Chiang regarding the state’s 130 public pension systems. The decade of financial data posted by Chiang on his open-data website, ByTheNumbers.sco.ca.gov, shows that the state’s pension systems are carrying $198 billion in unfunded liability in 2013, compared with $6.3 billion of unfunded liability in 2003. With each passing year, California taxpayers are increasingly liable for billions more to cover retirement benefits for police, firefighters, teachers and other city, county and state public employees. And make no mistake: It’s a big problem.

The federal government has made some strides in improving in its open government efforts, according but much information still remain hidden from the public. There is “much to like” about the latest version of the Open Government Action Plan, unveiled in November, by Treasury Board President Tony Clement, said Michael Geist, Canada Research Chair in Internet and E-Commerce Law at the University of Ottawa, in a recent blog. The action plan — a document that civil servants have to follow over the next two years — for what it calls Open Government 2.0 has been issued following a consultation period. The plan includes a directive that federal employees treat open by default for the handling of non-sensitive information.

A new web application, which has the potential to help residents get a real time snapshot of damage and disruption during cyclones, floods or bushfires, has won two prestigious Premier’s Awards for Open Data. The Wiki Queensland big-data fusion system, created by a six-person team from the University of Queensland, won the Best Use of Open Data award and Microsoft StartUp Q Award at tonight’s event. Premier Campbell Newman congratulated the UQ team and all winners and praised the entries for the innovation and maturity they showed in using data being released by government. “Open data is about creating awareness about the open access the public has to Queensland Government data and helping people to understand that data can be valuable,” Mr Newman said.

H arvard, the Commerce Department and the Office of Management and Budget are stealing away three senior executives from the White House’s Office of Science and Technology Policy. Nick Sinai, the deputy chief technology officer, is heading to Harvard’s Kennedy School of Government to join former federal CTO Aneesh Chopra as the inaugural recipients of the Walter Shorenstein Media and Democracy Fellowship. Sinai, whose last day was Nov. 21, was at OSTP for three years after working at the Federal Communications Commission and as a venture capitalist at Polaris Partners and Lehman Brothers Venture Partners, which is now Tenaya Capital. Lynn Overman left the White House after spending the last 2 1/2 years working in adviser positions.

Dave Morris (Cefas) got the day got off to a great start by challenging the marine scientific community to consider ‘linking’ marine data by building on the good work already done with ‘open’ data. Using the ‘six degrees of separation’ paradigm, Dave explored the chain effect of ‘a friend of a friend’ and how that relates neatly into marine geographic data speak when discussing, for example, a fish species and its potential links to, for example; sea area, bathymetry, habitat, sex, size and catch monitoring.
