CERN took the route of NASA in reaching out to the public as its scientists participated in an open discussion on Reddit recently, called “Open Science, Open Data & More”. The two-hour “Ask Me Anything” session saw researchers from across CERN departments and experiments take questions about Open Science and the Open Data Portal that CERN launched last month. The CERN new portal makes public the data from experiments at the world’s most powerful particle accelerator, the Large Hadron Collider (LHC), along with the software and documentation needed to analyse them. The LHC experiments ALICE, ATLAS, CMS and LHCb contributed samples of their data to the Portal for educational use, while CMS also made public some 27 terabytes of high-level data recorded from collisions in the LHC.

A senior White House tech official has left the Obama administration for the private sector, but instead of heading west for the Valley, he has come north to the Alley. Nick Sinai, who had served as deputy chief technology officer of the United States since January 2013, has joined Insight Venture Partners, a midtown-based private-equity and venture-capital firm specializing in growth-stage tech startup investment. In his previous role, Mr. Sinai was the point man on President Barack Obama’s Open Data and Open Government initiatives. He also helped draft the National Broadband Plan while in a senior post at the Federal Communications Commission.

In case you missed it: the Data.gov team recently hosted DigitalGov University webinars designed to help agencies and open data advocates better understand how to get data on Data.gov and how to implement the Open Data Policy’s metadata schema updates. These webinars were designed assist government data publishers in making more data discoverable to the American people. You can watch these webinars and check out additional supplemental resources below. Executive Order 13642 and OMB Memorandum M-13-13 require all executive departments and agencies to list all agency data that can be made public in a publicly available open data catalog with consistent metadata.

DOHA: The Ministry of Information and Communications Technology (ictQATAR) yesterday released the “Open Data Policy”, which promotes making government statistics publicly available in a way that enables the data to be fully discoverable and usable by end users. In a press statement, ictQATAR said that as per the Policy, open data shall be made public to the extent permitted by law and subject to privacy, confidentiality, security or any other valid restrictions, and accessible in modifiable and convenient formats that can be searched, downloaded, and indexed. Open data shall also be retrievable and reusable.

Cities like Boston, New York and Philadelphia have been hiring chief digital officers to tap technology to create more efficient processes and happier citizens. Not every local government has the resources to institutionalize innovation through a centralized CDO’s office, but there are other effective ways to accomplish much the same thing. The rise and affordability of technology has brought accessibility to strategies such as easy-to-administer online programs, tools and educational resources to help foster conversation and bring more “community” to communities. And governments do not have to go it alone. Many of these programs can be implemented through public or private partnerships, taking much of the burden of implementation and planning off of government staff.
