While the UK leads the way with open data, the Open Data Institute has called for more data to be released. The ODI Open Data Roadmap for 2015 report urged the government to create the position of chief data officer to oversee the release of this data. Founded by father of the web, Tim Berners-Lee, and artificial intelligence professor Nigel Shadbolt, the ODI aims to cultivate a culture for sharing data and nurturing open data ideas. The report stated: “More uses of data that can be demonstrated and more can be done to improve data quality and literacy.” The ODI believes that open data is the best way to tackle some of the major challenges the UK will face in then first half this century.

Calls to create new data chief role among wider recommendations put to government on improving data sharing The government should consider introducing a Chief Data Officer (CDO) to help coordinate efforts to reform how Whitehall uses and shares information with a view to encouraging innovative service design and transparency. I think we are acknowledged to be a world leader in open data. This isn’t easy territory actually. The first point to make is that politicians always talk about transparency when they’re in opposition. It seems like a really great idea when you’re in opposition. Then there is a tendency for their first 12 months in government to be equally enthusiastic, because all you’re doing is exposing what your predecessors have done. Then you get to the moment when you are in real time exposing for scrutiny and accountability what you yourselves have done and it gets tough then. And we stuck at it. We are the leader, but others are moving quickly in this territory as well. This is a real international movement.

“Open data is the raw material for open innovation” The world is becoming more and more connected and with governments across the globe, from the UK through to Sierre Leone, releasing new data to the public on a daily basis, in 2015 we will see businesses and social entrepreneurs maximise upon the opportunities presented by open data. A term which refers to data which is freely available to re-use such as statistics on crime levels or the number of schools, open data has been continuing to expand in line with web developments and new government-backed open data initiatives such as Data.gov.uk which launched in 2010 and Sir Tim Berners Lee’s Open Data Institute, as well as the work of the UK’s new Digital Catapult Centre.

The majority of public commenters and bloggers are in favor of net neutrality, a new study claims. Detailed in a report released Thursday, the Knight Foundation, a nonprofit supporting journalism and media, used natural language processing technology to analyze about 1.1 million comments registered to the Federal Communications Commission about proposed rules that would let Internet service providers charge content companies — say, Netflix — for access to data “fast lanes.” The FCC collected about 3 million comments on the proposed rules. In October, it released those comments to the public for analysis. The Knight Foundation worked with San Francisco-based tech start-up Quid, whose software grouped sampled FCC comments by argument.

And rather than mastering this alien technology themselves, they depend on the help of others. Countless apps have been created by outsourcing the data problem to the public, so while it’s a productive approach, it’s also the chaotic silver-medal tact of someone who has given up on controlling his or her own destiny. Government can do better. Luis Borrero, founder of a startup that created the data visualization platform DriveDecisions and Chair of Land Use and Transportation at the Seattle Planning Commission, wants governments to take their data into their own hands.

The General Services Administration, which oversees and manages the federal government’s open data hub, has released a document to help more agencies publish their datasets to the platform for public use. Because the platform called Data.gov doesn’t actually host the data, but instead aggregates metadata about open data assets in one place, the metadata is only as good as agencies’ data, writes the agency in a DigitalGov blog post Dec. 10. So, GSA has created a living document that details how agencies should structure content that seamlessly feeds the Data.gov pipeline.
