Manila, The Philippines, 8 December 2014 – Senior Officials from the 21 APEC member economies, the world’s largest regional economic group, will meet Tuesday in Manila to launch their agenda for collaboration during the Philippines’ year as APEC Chair in 2015 after the proceedings were preemptively moved from Legazpi City, Albay 500km to the southeast on account of Typhoon Hagupit (Philippine name: Ruby) which barreled through the area over the weekend. Priorities detailed at the APEC Informal Senior Officials’ Meeting, or ISOM, will focus on ensuring that the benefits of deepening Asia-Pacific partnership are felt by more people. Strengthening the capacity of the region’s economies to withstand the growing onslaught of natural disasters will be among the issues taken forward.

As Part of Climate Action Plan, Secretary Highlights New Dataset Hubs, Other Ecosystem Tools and Global Map at International ACES Conference Dec 9, 2014 Secretary of the Interior Sally Jewell today announced the release of two new hubs of datasets that are part of the Climate Data Initiative (CDI), a key feature of President Obama’s Climate Action Plan to help local and state leaders build greater community resilience in the face of climate change. Jewell announced that hundreds of datasets from numerous federal departments and agencies have been consolidated into two thematic CDI data hubs for “Ecosystem Vulnerability” and “Water,” and are now available online to the public for free.

The city of Boston lets citizens track its spending online. In Oakland, public records requests are posted on the city’s website. Government tools like these may be coming to San Diego. Local officials are pushing policy to open more of the city’s information to the public. Ben Katz of Open San Diego said identifying and releasing city records in a format San Diegans can use is crucial. “The city is sitting on a huge amount of data about our streets, about our police, our fire, about our libraries — everything that the city does, there’s data about it,” said Katz, a web developer. “And that data can help us improve decision making. It can help us find out what’s happening well, what’s happening badly. It can help us do things better.

The county’s public school system announced that it will launch its own open data website on Jan. 5, 2015. One of the biggest problems with modern medical research is the way that clinical studies are publicly reported by pharmaceutical companies. Basically, if a study shows a positive result, they publish it. If it shows a null or negative result, they often just file it away and no one ever hears about it. Here’s what this means. If, say, a pharmaceutical company publishes two clinical studies showing that its new drug works better than any previous drug, no one has any idea what this means. Did they do two studies, and they were both positive? Or did they do ten studies, and two were positive compared to eight that were negative? If it’s the latter, then the new drug is probably not so great. But you have no way to know. No one knows. This is not merely a bug in the system.

Since the White House issued its open data policy in May 2013, federal agencies and state and local governments have been scrambling to make information more publicly available. The results this year were mixed, leading the Brookings Institute to question whether the initiative is useful or merely a data dump. “Agencies at all levels of government are investing in open data programs, but there is little research on the utility of these programs in terms of increasing transparency, collaboration or participation,” wrote Kevin Desouza, a nonresident senior fellow of government studies at the institute’s Center for Technology Innovation, and Kendra Smith, a doctoral candidate at Arizona State University, in a recent blog post.
