The details would enable developers to create apps that cross-reference property ownership to maps – allowing walkers to see whose land they were on, or residents to identify empty or rundown houses. The move is part of a much bigger drive to open up swathes of government and local authority data that could, for example, alert drivers to vacant parking spaces in town and city centres; warn commuters about busy trains; or tell homebuyers how many days it rained last year in the village they are planning to move to. The plans will be outlined today by Francis Maude, the Cabinet Office minister, who wants to give the public greater access to government data.

As far as government data goes, Canada is 59 per cent transparent. In the second annual Global Open Data Index, put out by the Open Knowledge Foundation, Canada ranks 22nd of 97 countries surveyed, with an overall openness score of 59 per cent. The index measures how much government data countries release with open licences. That is, data that’s free for anyone to use and distribute. Although Canada’s score is the same as last year, it dropped from 12th to 22nd place because more countries with higher scores were added to the index. Britain, Denmark and France took the top spots, boasting openness scores of 97, 83 and 80 per cent, respectively.

Australia is the fifth most transparent country in the world when it comes to information, according to the Open Knowledge Index 2014 – but government spending data is not as available as it could be. Australia is the fifth best country in the world for open data, up four spots since last year, according to the Open Data 2014 Index. The index measures whether datasets, like government spending and pollution figures, are publicly available and can be easily-downloaded. Open data and information can promote transparent governance, stimulate economic growth and encourage and increase engagement, index creator Open Knowledge said.

APIs in Financial Services have been in the news lately. In the recently released report by the Chancellor of the Exchequer in the UK (the equivalent of the Secretary of the Treasury in the US), that government will launch a call for evidence (request for proposals from interested parties) of how APIs can be used in Banking. The stated goal is to enable financial technology companies to develop innovative solutions to allow customers to make better comparison between different banks and financial products. It is not so far in the future that Banks will have customer data and transaction capability exposed as external APIs and a web of mobile apps will have built-in financial capability such as p2p payments on social networks.

The Energy Department is tapping the power of crowdsourcing and open data to help citizens during disaster and recovery efforts.Last month, the department launched a mobile app that enables users to find fuel, report the operational status of gas stations and view power-outage maps from local utility companies. Called Lantern Live, the free app was developed in response to lessons learned from Hurricane Sandy and is available for download via Google Play, according to Energy. Technology and innovation are always large catalysts of change, but these changes tend to happen in the private sector first. More recently, however, these changes can be seen within government. Millions of dollars have been invested in civic technology in recent years. According to a report by the Knight Foundation, $431 million was invested in civic tech organizations from 2008 to 2012, and the field grew at an annual rate of 23 percent. “Data are the lifeblood of decision-making and the raw material for accountability,” says a new UN report. We couldn’t agree more. At a recent workshop with the Independent Expert Advisory Group’s lead author, Claire Melamed, participants (including Publish What You Fund, ONE Campaign, Open Data Watch and other partners) reflected on what it would take to bring about a “data revolution” to make the global fight against poverty more effective. One of the main challenges raised was institutional resistance to data disclosure — a barrier highlighted in the Web Foundation’s 17-country study of the uses of data in day-to-day governance.
