Winners of the National Big Data App Challenge. — DNA picKUALA LUMPUR, Dec 16 — Malaysia’s Big Data Framework, proposed by the Multimedia Development Corporation (MDeC), has been accepted and endorsed by the Prime Minister, and some recommendations therein are already being implemented, according to the country’s ICT custodian.   Speaking to the media on December 15, MDeC chief executive officer Yasmin Mahmood (pic) confirmed that its Big Data Framework was presented to Prime Minister Najib Razak recently, and added that he had pledged his support to the recommendations therein, besides approving the framework.

In a previous post, I discussed some data quality and data governance issues associated with open data. In his recent blog post How far can we trust open data?, Owen Boswarva raised several good points about open data. “The trustworthiness of open data,” Boswarva explained, “depends on the particulars of the individual dataset and publisher. Some open data is robust, and some is rubbish. That doesn’t mean there’s anything wrong with open data as a concept. The same broad statement can be made about data that is available only on commercial terms. But there is a risk attached to open data that does not usually attach to commercial data.” Data quality, third-party rights, and personal data were three grey areas Boswarva discussed.

This week, the Department of Justice launched two new APIs: the DOJ News API and the DOJ Law Jobs API. The content available through APIs includes thousands of press releases, speeches, blog posts and law job vacancy announcements published by the DOJ. The APIs consolidate thousands of website documents into an easily accessible, interactive data set. Once an app has integrated either API, the app can search, sort and filter the data behind the API. “The APIs are part of an effort to replace aging technology with a cloud-based, open source platform,” Joseph F. Klimavicz, deputy assistant attorney general, information resources management/CIO, said in a press release.

From modifying website interfaces to ensuring that metadata and contact information are clear and uniform, federal statistical agencies can better help news media and the public As part of the December 2014 meeting of the Federal Committee on Statistical Methodology, Journalist’s Resource at Harvard’s Shorenstein Center has authored some recommendations to help the principal federal statistical agencies communicate better with media and, by extension, interested citizens. A variety of ideas were generated through website analysis, testing and conversations with experts.

The job of making government data more useful — to the public and government workers — comes down to three things: making data cleaner, more accessible and ultimately independent of the systems they were created on, said three top government data officials at an industry forum Thursday. That remains a monumental task, but one where those efforts are building momentum, thanks in part to the emerging presence of chief data executives within federal agencies. While data managers aren’t new, their role and authority have gained greater importance within the federal government following the release of the Obama administration’s Open Data Policy in May 2013.

A map indexing the current value of Vancouver land gives us a good picture of where the deals are, and what spots are too hot to touch. The Heat Map, which is published on Estate Block’s site, takes data from the Open data Vancouver Catalogue, and colour codes the price per square foot in the city. A Geographic Information System (GIS) was used to determine the size of the parcel polygons. On the site, you can zoom in, as well as click on the polygons to see the location and price (per square foot) of the parcel. Don’t lose heart if you’re shopping for real estate in some of the city’s most desirable zones, since the map shows there are pockets and parcels in some of the hottest areas that are more affordable. Just don’t get too excited about all the creek-side white ($0) zones.

We present the architecture of an Open Data and Linked Data platform for “EnhAnced Government LEarning” (EAGLE). Its aim is for local governments to adopt Technology-Enhanced Learning (TEL) solutions as a way to keep up with fast-changing trends in public administration in the EU. We follow an open source and open data approach  supporting fast and efficient knowledge transfer to local government staff. Information about new laws and regulations is broken down into smaller units, semantically tagged,  and published as Linked Data. The EAGLE learning platform uses Linked Data as an integration technology. It is based on open source tools, such as Apache Marmotta (Linked Data platform) and Apache Stanbol (semantic enhancement engine).
