SAN DIEGO (CNS) – The City Council Tuesday unanimously passed a policy for open data that will make information about San Diego and the municipal government more readily available to the public. Councilwoman Sherri Lightner said the policy — designed to make things like databases, maps, graphs, lists, charts and tables available to residents online — will spur economic development, make city operations more transparent and enable “participatory government.” The policy was developed by the city’s Open Data Advisory Group, which is made up of representatives from San Diego’s technology community, the city’s Independent Budget Analyst and employees with the City Council offices of Mark Kersey and Lightner, among others.

— The city of San Diego became the first government agency in the region on Tuesday to adopt an open-data policy, a set of guidelines for releasing mountains of information about crime, traffic, business licenses and many other things. The goal is to boost transparency and spur innovation by allowing residents and aspiring entrepreneurs to harness the data for start-up businesses and clever solutions to local problems, Councilman Mark Kersey said. “It’s opening up the data and seeing what people can do with it for the betterment of the community,” said Kersey, who has spearheaded the city’s open data efforts during the last 18 months. “I can’t wait to see all the cool stuff that arrives out of this. Open Knowledge’s recent publication of the 2014 Open Data Index shows slow progress by governments in opening up key data. Overall the level of “open” is down to 11% from 15% a year ago. The OKF defines “open” in the context of this report as a data set which adheres to the open definition standard as open. The current definition of “open” per OpenDefinition.org can be summarized as “open data and content can be freely used, modified, and shared by anyone for any purpose.” In spite of the drop in overall “openness” in 2014, there are some bright spots in the report: Low scoring countries like Sierra Leone, Mali Haiti, and Guinea came in at the bottom of the index. This is not an indictment on the government but rather a call for lower scoring countries to engage with civil society.

Moncton is putting itself at a competitive disadvantage by failing to open up more of its data to the public, according to two high-tech officials. ​City councillors are going to be urged at a council meeting on Monday night to adopt an open data protocol and catch up to many of Canada’s largest cities. Doug Robertson, the president and chief executive officer of Venn Innovation Inc., and Andrew MacKinnon, a partner in Moncton’s Blaze Studios, say Moncton needs to catch up to other cities in Canada when it comes to sharing public data online. MacKinnon, a software developer, said 21 of 33 of Canada’s largest cities have one or more open data catalogues available to its citizens.

The Data.gov website has a new information source for U.S. government agencies that want to share their public data sets through the federally-run portal. The site provides a list of resources and tools for posting government metadata and frequently asked questions about harvesting geospatial and non-federal data, according to a Data.gov article published Wednesday. The online guide also details how agencies should organize their raw data for inclusion on the open data catalog.

Comcast said it has signed on to sponsor the first-ever hackathon for the RIPE Atlas Internet measurement network, a global network that supports more than 7,400 measurement devices/probes across 163 countries, Jason Livingood, Comcast’s VP of Internet services, announced recently in this blog post. “The goals,” Livingood explained, “are to make new visualizations based on RIPE Atlas open Internet measurement data. Participants will work to create working prototypes which can then be used by the Internet community, and are encouraged to have varied international and interdisciplinary backgrounds.” The hackathon, aimed at developers, designers, network operators and computer science students,  is scheduled to run from March 27-30, 2015, in Amsterdam.

The Lloyd’s Register Foundation has chipped in £10 million to support the Alan Turing Institute for big data research, and produced its own review of the need for big data in industry. The Institute, announced in the 2014 Budget, aims to create a world-leading academic research facility for big data analytics. It will have £42 million of government money over the next five years, and expects to pull in another £50 million from industry, alongside the £10 million from the Foundation – a leading charity for engineering research.

MULTIMEDIA Development Corp (MDeC) has encouraged Malaysia to embrace “Big Data Analytics” (BDA) by initiating the open government data set in its framework. Its chief executive officer Datuk Yasmin Mahmood said the initiative was part of MDeC’s mandate as custodian of the country’s information and communications technology (ICT) agenda, which includes boosting investments into the Multimedia Super Corridor (MSC) as well as ensuring that the country fully leveraged ICT to increase the business competitiveness and social economic development of the people. She said open data, especially open government data, was a largely untapped resource that, when combined with BDA, could benefit the society, economy and the government.

The Department of Health and Human Services released an outline of how the federal government aims to expand electronic health information sharing in the next five years, in part by deploying mobile and sensor technology to extend health IT networks. The draft Federal Health IT Strategic Plan (2015-2020) carries on work by HHS in the last five years  to incorporate standard technologies and practices for electronic health information exchange. In that period, hundreds of local and regional health information networks sprang up from health IT investments in more than 400,000 public and private hospitals, according to the report.
