Our never-ending hunger for more data and bandwidth has resulted in an unintended consequence – a substantial increase in global energy consumption. Increasingly, data centers have come under intense scrutiny from environmental groups because of their significant contribution to carbon emissions. According to the Natural Resources Defense Council (NRDC), nationwide, data centers in total used 91 billion kilowatt-hours (kWh) of electrical energy in 2013, and they will use 139 billion kWh by 2020. Currently, data centers consume up to 3 percent of all global electricity production while producing 200 million metric tons of carbon dioxide.

Apps for Europe, a European network of hackathon and competition organizers working with open data, is presently holding their online competition seeking the best in open data applications.  Organizers are looking to give away EUR 5000 to the winner, plus  you win a spot at the International Business Lounge and meet potential investors.  Applications are being accepted until the end of this month. Last year’s winner, Austrian startup BikeCityGuide, went on to do a successful investment crowdfunding campaign raising a solid EUR 136,550 on GreenRocket. Colombia and Uruguay are the two leaders in Latin America in terms of open data, according to the Global Open Data Index. Colombia’s communications ministry said in a statement that Colombia, along with Uruguay, was positioned 12th in a list of 97 countries, at the same level as the Czech Republic and Sweden. The Global Open Data Index is published by the Open Knowledge Foundation. According to Mintic minister Diego Molano: “This is the first time Colombia has been measured by this index and we’ve been positioned amongst the 15 most highly ranked countries in the world.” According to Molano, Uruguay is the regional leader in terms of e-government. Brazil was ranked 26, Canada (22) and South Korea (28). The leaders of the index were the UK, Denmark and France.

The Energy Efficiency Improvement Act of 2014 has hit a roadblock in the US Senate this week, as retiring Sen. Tom Coburn (R-Okla.) blocked a motion to expedite passage of the federal energy legislation. Among its provisions, the bill sought to create new metrics for measuring energy use in federal data centers – and enforce new energy efficiency standards. The House version of the Act consolidated four building energy efficiency bills and was passed in March with overwhelming bipartisan support (375-36). The consolidated bill included a provision from a separate stand-alone bill for federal IT.

The City Council on Wednesday confirmed Councilman Ben Kallos as its appointee to the Commission on Public Information and Communication, one day before Public Advocate Letitia James plans to hold a hearing on the commission. Though often invoked by city open government advocates, the commission, which aims to improve access to city information and data, has held only infrequent meetings and has had little influence in recent years. In remarks before the rules committee on Wednesday morning, Kallos said that the “great commission” was one reason he had wanted to become chair of the Governmental Operations committee, which has oversight over COPIC. “It has been slightly dysfunctional and hasn’t been meeting,” he said.
