Governmental agencies face a wide spectrum of challenges in creating mHealth apps, ranging from a changing development culture to potential litigious issues, revealed a new report published in the Journal of Medical Internet Research. “Beyond the cultural paradigm shift to design interactive apps and to open health-related data to the public, the managerial challenges include accessibility, interoperability, security, privacy, and legal concerns using interactive apps tracking citizen,” stated the report, “The Long Way From Government Open Data to Mobile Health Apps: Overcoming Institutional Barriers in the US Federal Government.

So says an analysis that was recently released by a team of researchers, including several from The University of Pittsburgh. The analysis was published in the journal BMC Public Health. At present, public health data isn’t always shared on a local, national or international data. Researchers wanted to know why public health data isn’t shared as widely as for example genomic data is.

Arguably, we are in a golden age of open data. But harnessing that information and more importantly making sense of it, is a problem. Enter Citizens Codes, a group of 20 to 30 developers and techies across Canada who want to help make big data beautiful—and accessible —for the general public. All for free. For example, when the Vancouver Sun needed to find out the number of grocery stores that would be allowed to sell alcohol under a new BC law, they approached a Citizens Code member who had build a mapping tool that could do just that. The result was a front page story on the Vancouver Sun. Founder Ryan Brideau says he started the project after a couple of years tinkering with open data projects.

Every year, cities collect data on everything from traffic accidents to trash collection to the latest rodent sightings. 2015 will be the year they turn that mountain of information into smarter policies by engaging their constituents in a new model of civic participation. The open data revolution has already inspired cities like Boston, Cambridge, and Somerville to launch websites that make the information they collect transparent to the public. But to develop data-driven policies that help municipal agencies operate more efficiently and improve our communities, they still face two challenges. The first is consistency. Open data is a powerful concept, but if data sets don’t “talk” to one another across borders or agencies, the value is limited.

It’s also a city that’s familiar with the power of maps, from Harry Beck’s world-famous tube map that’s one of the inspirations for the modern ‘flat’ design styles adopted by Apple, Google and Microsoft, to one of the first infographics. The cholera map that Dr John Snow drew in 1854 to identify the pump in Broad Street that was spreading the disease didn’t just help contain the epidemic when officials removed the pump handle; it also helped prove that cholera was spread through infected water rather than through the air.

Two of India’s major science funding agencies are joining the push to make the results of the research they fund freely available to the public. India’s Ministry of Science & Technology earlier this month announced it will require researchers who receive even just part of their funding from its biotechnology and science and technology departments to deposit copies of their papers in publicly accessible depositories. The two departments are the primary government sources for life science research funding in India. Researchers are required to submit papers to a repository within 2 weeks of acceptance by a peer-reviewed journal. Some papers may not become freely available for 6 to 12 months, however, if the journal asks for a delay to protect its subscription revenue.

When a flip-phone wielding candidate came out of nowhere to become the next mayor of New York City, the city’s tech community grew a little uneasy. Under former Mayor Michael Bloomberg, himself a tech-media billionaire, the city’s technology industry thrived. Silicon Alley was born, the Open Data Portal was launched, and New York City became a new favorite place for venture capitalists to pour their money into new tech initiatives. Whether the driving force for tech industry growth in New York City was policies of the Bloomberg administration or the simple fact that technology was booming is an argument for another day.

It was the departure of an Interior Department Presidential Innovation Fellow that helped jump-start work on a recently unveiled open data portal. When fellow Michelle Hertzfeld left the department’s Office of Natural Resources Revenue for a rotation at General Services Administration’s 18F, she opened the door for the two agencies to work together on the project, said Judith Wilson, the lead of the U.S. Extractive Industries Transparency Initiative secretariat. “We were upset that she was leaving us …,” Wilson told FedScoop. But “that’s when we began having discussions about a possible interagency agreement with GSA to have their 18F team work with us designing, developing and deploying the data portal.
