You might not be aware of that, but floods kill more people in the U.S. each year than hurricanes, tornadoes, or wind storms on average. Half of all flood deaths have occurred when vehicles are swept away due to moving water. In the case of flash floods, as Deputy Chief Chris Anderson of the Tucson Fire Department, recently said in a statement, “the challenge is knowing where and when exactly the floods will take place and staying in front of the impending natural disaster.” And technology could play an important role in both predicting where the dangers will be and educating the public about those dangers.

Scientists created a rod for their backs when they allowed the journals in which their work is published to become the arbiters of its scientific merit. A small tier of journals locked behind expensive paywalls became the elite of the elite, rejecting almost all the manuscripts received. That sends scientists on a time-consuming cascade of submission and re-submission to multiple journals. It delays access to research results and discussion for many months – and costs other scientists millions of hours of often-redundant review time. This editorial peer review hasn’t been shown to reliably improve quality – and high impact factor journals, inevitably, fail to ensure quality.

With changing times, the systems and customs that govern our society should also change. Human beings are intrinsically curious. To quote Thomas Hobbes, an English philosopher, “Curiosity is the lust of the mind”. However, there also seems to be another aspect of our human nature that sees systems and customs in a preordained manner. This aspect stifles disruptive innovation, restricts growth in a vertical direction, and fortifies the stubborn staying power of our fixations with these systems and customs.

After it initially halted release of “The Interview’’ in theaters, speculation rose that Sony could go straight to streaming markets, a move that would help push video on demand (VOD) into the big time that no one in the film industry wants to admit it already is. Things seem to be working out that way. Beyond launching an initial limited release in theaters, Sony will stream the film on Google Play, YouTube Movies, Microsoft’s Xbox Video, its own website, and possibly other services. But even before “The Interview” imbroglio, 2015 was already shaping up to be the year that VOD and home viewing started leaving theatrical exhibition in the cultural dust.

Our highly computerized and online world is creating massive amounts of data. Now, Hampton Roads and state leaders are asking how the region can use all this information, including government data, for better decision-making, innovation and even creating new businesses. “In the Internet economy, data is the fuel,” former U.S. Chief Technology Officer Aneesh Chopra said. He said the true value comes from ingesting and analyzing types of data from multiple sources in a way that leads to new discoveries. “It is conceivable that Hampton Roads could a be a growth cluster for new applications borne out of this phenomenon,” Chopra, a former Virginia Secretary of Technology, said in a phone interview.

New paper by Amanda Clarke and Helen Margetts in Policy and Internet: “Citizens and governments live increasingly digital lives, leaving trails of digital data that have the potential to support unprecedented levels of mutual government–citizen understanding, and in turn, vast improvements to public policies and services. Open data and open government initiatives promise to “open up” government operations to citizens. New forms of “big data” analysis can be used by government itself to understand citizens’ behavior and reveal the strengths and weaknesses of policy and service delivery. In practice, however, open data emerges as a reform development directed to a range of goals, including the stimulation of economic development, and not strictly transparency or public service improvement.

Not long ago, I was speaking at the National Association of Government Web Professionals. At the same conference, Mark Headd was speaking. We were speaking on different open data topics. My discussion was about the difference between open government and open data and his talk was about API [First]. Luckily they had us scheduled at different times, so I had the opportunity to see him speak on the API [First] strategy for website development using open data. His subtitle was “Open Data as a Foundation for Better Websites.” API [First] is essentially device-agnostic design. The premise Mark made was that websites often retrofit an API (application program interface) after deployment. The API may or may not be in response to scraping by those seeking data from the website.
