The Open Source Software Watch has developed an openness rating tool that you can use to work out how open source a software project really is. The tool has been developed by OSS Watch in partnership with Pia Waugh, who describes herself as an open government and open data ninja working within the machine to enable greater transparency, democratic engagement, citizen-centric design and real, pragmatic actual innovation in the public sector and beyond. Waugh is currently working as a Director of Coordination and Gov 2.0 for the Australian Government CTO. The tool can be applied to software you’re planning to use (or write), whether open or closed source software in nature.

Claiming the potential to improve transparency, accountability, citizen participation and economic activity, open data is believed to hold great promise. Yet, despite these alleged impacts, there has until very recently been a lack of in-depth research to challenge or confirm whether and how open data initiatives in the developing world could deliver on this promise. In response to this, through the Open Data in Developing Countries (ODDC) research programme, we at Development Initiatives have over the past year supported a study by Freedom Forum. The aims of the study were to research the context for open data in Nepal and improve our understanding of what needs to be in place for improved access to information to impact on development efforts.

After spending loads of money on acquisitions, China’s three internet giants Baidu, Alibaba, and Tencent (BAT) have now turned their eyes to startup developers for mobile platforms. In the past week, Baidu Union announced it would accelerate its mobile business and hoped to achieve the goal of sharing a profit of seven billion yuan in 2014 with the support of developers; Tencent announced on its WeChat that it would allow individual developer to connect to its device functions. Alibaba, though, has been the busiest: it first announced its wireless open strategy “Hundred Rivers Program”, and then convened the Aliyun Developers Conference in Hangzhou that gathered more than 7,000 developers from home and abroad. For mobile developers, BAT’s recruitment comes at the right time.

Open data, a movement which promises access to vast swaths of information held by public bodies, has started getting its hands dirty, or rather its feet. Before a spade goes in the ground, construction and civil engineering projects face a great unknown: what is down there? In the UK, should someone discover anything of archaeological importance, a project can be halted – sometimes for months – while researchers study the site and remove artefacts. Research by the City of London revealed the average cost of archaeological work in its jurisdiction is between 1% and 3% of total construction costs. However, the local authority says: “The archaeological cost exceeds 3% only in very rare circumstances but more frequently it is significantly less than 1%.

An industry group ranked Los Angeles first in digital innovation among cities with at least 250,000 residents, Mayor Eric Garcetti announced Wednesday. Los Angeles came out ahead in the e.Republic Center for Digital Government survey, which looked at digital programs in cities nationwide. Among the California cities that made it to the top 10 were Riverside, which came in fifth, and Long Beach, which was in sixth place. Los Angeles beat out second-place finishers Kansas City and Seattle. Large cities that have previously taken first place in the survey include Boston and Honolulu. “In the 21st century, digital must be the default for cities. It’s already the norm in our private and personal lives,” Garcetti said.
