The Lisbon Council convened the High-Level Roundtable on Open Data in the G8: A Review of Progress on the G8 Open Data Charter. Robert D. Atkinson, founder and president of The Information Technology and Innovation Foundation, a premier US-based think tank, presented the findings of Open Data in the G8: A Review of Progress on the G8 Open Data Charter, a report that ranks the progress made by G8 members towards each of the five principles of the Open Data Charter, signed in 2013 in Lough Erne. Oliver Buckley, deputy director for government transparency and open data at the Cabinet Office in the United Kingdom, explained how the UK succeeded to lead the world for open data transparency.

Tyler residents have a new way to communicate ideas and needs to the city. This week the city launched Tyler Speaks, a tool for residents to make suggestions on how to improve life in the city. “Suggestions (could include) what kind of movies they want to see at Liberty Hall, upgrades to Tyler parks, ideas for anything the city is doing with the half-cent sales tax,” said Serena Butcher, senior public relations specialist for the city. Tyler Speaks can be found online in three places. Residents can access it at www.tylerspeaks.com ; under the “Open Data” tab on the city’s homepage at www.cityoftyler.org ; or through a widget on the city’s Facebook page. The tool also allows for residents to view other suggestions and vote on them.

One of my favorite stories of how open standards come to market: the 2005-era partnership between Google and Portland’s transit agency, TriMet, to blow open the doors on open transit data. In the end, nearly every transit agency worldwide adopted this standard. It took years, and overtook longstanding efforts within the industry to design a much more comprehensive (and complicated) alternative protocol. The brilliant point here was Google’s ability to use Google Maps as the magnet to draw agencies to the standard, like moths to a light. Without that — and without the forward-thinking tech leadership at TriMet (disclosure: they were a client of mine after this and I know and love them) — transit data would still be in the deadpool of fantasy protocol ideas.

Data.gov launches a new data driven customer service platform to request data and report problems or improvements with existing data. New tools are making it easier to submit complaints, comments, and petitions to your government online and through mobile applications. Data.gov is proud to announce the launch of the Data.gov Help Desk, a new customer service platform powered by Open311 that will let the public submit issues, improvements, and requests for government data. You’ll now find these options on our Contact page, but soon they will be integrated throughout the site. This is an open, API-driven platform for the public to voice their needs and track the status of data issues.

Last Monday March 16th, during the first day of the brokerage event CeBIT, the Open & Agile Smart Cities Task Force (OASC) initiative has been presented. What is OA SC? An EU-funded initiative reuniting 25 cities from 6 EU countries (3 Belgian cities: Brussels Capital Region, Ghent and Antwerp) and 6 cities from Brazil, it supports city councils and startups to improve smart city services (transport, energy efficiency, environmental or e-health services). Which EU funds? OASC is supported by FIWARE, an EU-funded, open source platform and cloud-based building blocks usable to develop a huge range of applications (Smart Cities, eHealth, transport and disaster management).

Machines first, humans second: on the importance of algorithmic interpretation of open chemistry data The current rise in the use of open lab notebook techniques means that there are an increasing number of scientists who make chemical information freely and openly available to the entire community as a series of micropublications that are released shortly after the conclusion of each experiment. We propose that this trend be accompanied by a thorough examination of data sharing priorities. We argue that the most significant immediate benefactor of open data is in fact chemical algorithms, which are capable of absorbing vast quantities of data, and using it to present concise insights to working chemists, on a scale that could not be achieved by traditional publication methods.

California public health leaders are joining an open data movement that is igniting enthusiasm nationwide for its potential to improve health care delivery. The hope is that health care policymakers, tech-savvy entrepreneurs, advocacy groups, coders – or anybody with a computer and Internet access – will mine the data to identify gaps, and fixes, in California’s public and private health care systems. “It is critical that we make effective use of the data we collect,” said Michael Wilkening of the state Department of Health and Human Services Agency. “We want to focus on what is possible and generate genuine enthusiasm for movement toward … better utilization of data, information sharing and interoperability to help us improve the health and well-being of our communities.

Publishing his first web page was a eureka moment for Jason Clark, who began his library career as an assistant at Marquette University Library in 1995–96, while completing his BA in English and philosophy. In the mid-1990s, most of the public was just beginning to learn about the World Wide Web, but Clark understood that the technology would revolutionize libraries and information sharing. “I could reach anybody who had that URL address,” he says. “I could see that libraries had services to evolve and that digital technologies might have solutions. It was on us to figure it out.” Now, as head of Library Informatics and Computing at Montana State University (MSU) Library, Clark is certainly doing his part to develop those solutions.

Schneiderman announced today that his office will be introducing an application-programming interface (API) that will allow application developers to access and … “Giving the public direct access to this data will help shine a much-needed light on our state government,” Attorney General Schneiderman said. “In an effort to make government more transparent and responsive, we are providing the public access to these tools. It’s long past time we brought transparency into the 21st century, and I look forward to seeing what analysis and applications are developed from the data.” Today’s announcement was made during Sunshine Week, a national initiative to promote a dialogue about the importance of open government and freedom of information.
