The federal government is adopting a more customer-focused approach to its repositories of open data. The Data.gov website is now hosting a help desk, which allows users to ask questions, request new datasets, and report problems with existing data. Data.gov has invited comment and suggestions from developers via GitHub, but according to a blog post, officials in charge of federal open data policy have been seeking a way to route requests to government agencies. The Data.gov help desk is built on the Open311 platform, which is used by cities and towns including Washington, D.C., to connect citizen requests for services with the appropriate agencies.

The federal government has released a proposed rule designed to make electronic health records from different commercial developers share data and work together. The rule from the Office of the National Coordinator for Health IT (ONC), part of the Centers for Medicare and Medicaid Services, is based on longstanding plans by ONC to build an interoperable health data system in which health care providers can share data, with an eye to lowering costs, reducing duplicative tests and information gathering, and giving patients a platform for accessing their own health data. The proposed regulations in the 431-page document released March 20 would create a regulatory framework around the “interoperability roadmap” ONC released this January.

The Government is progressing its open data agenda with the launch of the Open Data 500 Australia at the Locate15 conference in Brisbane The Open Data 500 is the first comprehensive study of Australian companies and non-profit organisations that use open government data to generate new business, develop new products and services, improve business operations or create social value. The collaboration between the Department of Communications and GovLab, a team of researchers at New York University, will create new case studies on how Australian organisations are using public sector data and provide a basis for assessing the social and economic value of open government datasets.

WASHINGTON, March 23, 2015 – USDA announced that it will bring $35 million to the table as it teams up with the White House to increase high speed and wired broadband access in under-served and rural areas. The $35 million in loans USDA is contributing will go to three telecommunications companies in Arkansas, New Mexico and Iowa, to support broadband infrastructure upgrades, Agriculture Secretary Tom Vilsack told reporters in a conference call this afternoon. “These telecommunications providers will deliver enhanced broadband services to help attract and grow businesses, as well as to improve educational and health care services,” Vilsack said in a press release.

The EU Council has reached a partial general approach on specific issues of the Draft Data Protection Regulation. The general approach includes chapters and recitals concerning the “one-stop shop” mechanism. According to the text agreed by the Council, the one stop shop mechanism should only play a role in important cross-border cases and will provide for cooperation and joint-decision making between several data protection authorities concerned. The text clarifies that any jointly agreed decision will be adopted by the data protection authority best placed to deliver the most effective protection from the perspective of the data subject.

One of the reasons why corruption flourishes in Ukraine is the lack of public information available freely online. But Parliament is taking the first steps to transparency in this area. On March 5, Ukrainian Parliament gave preliminary approval (with 243 votes) to a law that would make more public information available online and free of charge. If adopted into law, government agencies would be obliged to publish operational data, statistics and reports on a national open data web platform. Besides helping to eliminate corruption and bureaucracy, this could be a huge boost for tech businesses.

Genomic data should be made publicly available for the promotion of science as a global public good, a new paper argues. Two researchers suggest that a model inspired by the open-source computer software movement should be developed for plant breeding, animal breeding, and biomedicine. Norman Warthmann, lecturer, Research School of Biology at the Australian National University, Canberra, and Claudio Chiarolla, research fellow at the International Governance of Biodiversity, Institut du Développement Durable et des Relations Internationals (IDDRI), in Paris call for an unrestricted sharing of genomic data in their paper. “Critical gaps concerning the governance of genomics data need to be filled for the promotion of science as a global public good,” the paper says.

“Just as oil was likened to black gold, data takes on a new importance and value in the digital age.” Open Data, data that is published under an Open License so that it can be freely accessed and used, is recognised internationally as a valuable resource that can drive innovation, as well as shining a light on the operation of public services. The Department of Public Expenditure and Reform (D/PER) launched the Irish National Open Data portal, http://data.gov.ie, in July 2014, as part of a wider Open Data initiative. Facilitating an effective Open Data ecosystem requires a number of elements, as outlined in the Open Data Ireland Best Practice Handbook. These include supporting data publishers, engaging with data users, and establishing and adopting standard practices.
