It’s Sunshine Week: After I chided Jason Ross Arnold for his on-the-one-hand, on-the-other-hand review of the Obama administration’s transparency record in Tuesday’s First POST (“spoken like a true academic,” I wrote), he good-naturedly emailed me and offered the full text of his review, which was abridged in the Washington Post. Here it is, published yesterday on techPresident. I take back my jab at academics. Notably, Arnold pulls no punches in saying the Obama administration “will not serve as the model for the most transparent administration yet to come.” On the other hand: New White House chief data scientists DJ Patil sits down for a nerd-to-nerd talk with Andrew Flowers of FiveThirtyEight.com. Open data is ushering in a new era in health care that will result in an improved health-care system with greater efficiencies and new ways to treat people. “Better care, smarter spending, and healthier people are all going to be data-driven activities in all parts of the country,” said Damon Davis, national health data director for the U.S. Department of Health and Human Services. Davis was speaking at California’s Health and Human Services Open DataFest, held March 16-17 in Sacramento, Calif. The event focused on open data strategies, improving skills, fostering collaboration and increasing data quantity.

NH Gets C+ Rating on State Budget Transparency Despite a perception of transparency about how New Hampshire state tax dollars are spent, a new report ranks the state near the bottom which it comes to access to information about government spending. The NHPIRG Education Fund gives New Hampshire a “C+” rating in its new report, “Following the Money 2015: How the 50 States Rate in Providing Online Access to Government Spending Data,” or 39th out of 50 states. “This year, most states have continued to make their budgets more open to the public, allowing users to better scrutinize how the government uses their tax dollars,” said Phineas Baxandall, a senior analyst with New Hampshire Public Interest Research Group Education Fund, in a statement. “New Hampshire, however, has remained stagnant.

This story is part of a series for Sunshine Week, an annual push by media outlets and open-government advocates for transparency that runs March 15-21. Under North Carolina law, the press and every citizen has access to most records produced by their government, including their local governments. The law specifies that records are “the property of the people.” But in reality, access depends on the attitudes and actions of local government staff. “Our democracy is based on having an educated public,” North Carolina Press Association Attorney Amanda Martin says of the importance of open records. “The best way for the public to be educated about governmental issues is to see them and hear them and draw judgments for themselves.

Open data pioneer David Eaves grabs his audience’s attention at the Socrata Customer Summit. His shrewd, passionate talk invites open data workers to transform their work – and their budgets – into sustainable, imperative components of government itself. First, Eaves walks people through a brief history of open data, tying its birth to Xerox’s release of the first photocopier. He notes the cultural shift around information accessibility that followed, as well as the sales figures: “from 1950-59, Xerox’s entire revenue was $12M in sales,” but “in 1968 that device has $1 billion in sales.” Eaves points out that even Google can’t replicate that growth trajectory.

In July 2014, some four months before France and Chile signed their historic agreement to collaborate on UFO research, the founder of the non-profit National Aviation Reporting Center on Anomalous Phenomena made a compelling case in Paris for standardizing procedures. Last month, NARCAP’s website posted this video of Dr. Richard Haines’ 25-minute pitch, and it’s definitely worth a look. “The emphasis on methodology is essential,” the retired NASA scientist told his audience, “and we should’ve been doing this 20 years ago.” Better late than never. NARCAP is an online sanctuary where pilots — usually American, but not always — can report in-flight encounters with what it calls unidentified aerial phenomena (UAP), openly and anonymously, without fear of professional repercussions.

Times of San Diego will pioneer the new Meerkat live-streaming app Thursday night when it covers the local “Windows and Walls” awards by the San Diego chapter of the Society of Professional Journalists. Meerkat is less than a month old, but the app gained buzz at the South by Southwest tech festival in Austin, Texas, where it was introduced March 10. The event is at 6 p.m. at The T Lounge (formerly Bamboo Lounge), 1475 University Ave., in San Diego, where the local SPJ chapter will reveal the winners as well as recognize its 2015 Sunshine Award honorees “for supporting transparency in government, the cornerstone of democracy.” To view the live stream, access Times of San Diego on Twitter. SACRAMENTO, Calif. – While sharing financial records has helped many government agencies improve their transparency, more robust open data policies could lead to big financial gains in California and across the nation, according to experts at Data Summit 2015.
