Issued by the APEC Telecommunications and Information Ministerial Meeting Kuala Lumpur, Malaysia, 31 March 2015 – Telecommunications and Information Ministers from the 21 APEC members are finalizing a new five-year plan for maximizing the potential of the internet to unlock next generation growth across Asia-Pacific economies and improve the lives of the three billion people of the region. Rounding out the details of the plan, to direct industry policy in APEC through 2020, is the focal point of a two-day meeting of Ministers in Kuala Lumpur that concludes on Tuesday. Emphasis is on boosting digital infrastructure, network access for consumers and the secure, value-creating application of new information and communications technologies.

UNESCO has launched a new interactive open data portal, with interactive tracking of projects across the globe and a breakdown of its total budget. The portal features a large interactive map with all of its global projects, and provides budgetary information on all projects. It also shows data according to region, sector or specific theme, with donor information, project status and in-depth project reports provided. The portal is part an increasing trend in aid agencies to publish interactive sites that display all financial information and allow for greater transparency in their work. The UK’s Department for International Development last year launched its DevTracker portal, which also provides a full geographical breakdown of projects with evidence of results.

There was a money quote from Michael Cavaretta, a data scientist at Ford Motor, in a recent article in The New York Times. The piece was about the challenges data scientists face going about their daily business. Cavaretta said: “We really need better tools so we can spend less time on data wrangling and get to the sexy stuff.” Data wrangling is cleaning data, connecting tools and getting data into a usable format; the sexy stuff is predictive analysis and modeling. Considering that the first is sometimes referred to as “janitor work,” you can guess which one is a bit more enjoyable. In CrowdFlower’s recent survey, we found that data scientists spent a solid 80% of their time wrangling data.

There is a maddening bike lane in downtown D.C., on one of our nightly commutes, that disappears abruptly with no obvious logic. And it’s at least entertaining to envision possible scenarios for why this may have happened. The city ran out of bike-lane paint. Or maybe the crew that striped the lane became suddenly incapacitated or distracted. Maybe they took a lunch break — Busboys and Poets entices nearby — during which it started to pour and so no one could finish the job. Bike commuting throughout the city is often like this: cobbled together out of a bit of bike lane here, an unprotected shoulder there, a scrap of sharrow and some silent pleas that cars won’t run you over. Bike lanes occasionally appear and vanish multiple times on the same street.

While Louisiana fails at reporting criminal justice data on the state level, it succeeds at doing so on the municipal level, making it an extraordinary case study of the complexities of state criminal justice data. In the days following Hurricane Katrina in New Orleans, there were multiple officer-involved shootings and cases of police misconduct, including the Danziger Bridge shootings, where police officers shot and killed two people and wounded four others. These events, alongside New Orleans’ historically high levels of violent crime and incarceration, raised awareness for criminal justice reform in New Orleans.

Despite a spate of digital directives, open data and open government pressures, and the maturity of a number of digital tools, government still lags when it comes to digital strategy, according to new research from Accenture. Data shows that agency officials remain concerned over budget constraints and costs of implementation. The survey was conducted by Accenture and the Government Business Council, and was designed to assess the perceptions and experiences of digital collaboration within government. Respondents include nearly 400 senior-level executives across more than 30 agencies. Survey respondents said that digital services improve collaboration within and across agencies.

In the early hours of March 31, the Treasury Department pushed out an update to USASpending.gov, one of the federal government’s premier open data platforms, but instead of ushering in improvements or new capabilities, changes to the massive database tool stripped the site of some critical functionality. The website, which is managed by Treasury’s Bureau of Fiscal Service, provides checkbook-level data on how money is spent at each agency and department. It has long been touted as a cornerstone of the White House’s Open Government and Accountable Government [.pdf] initiatives. Among the changes made to the site is a significantly reduced “advanced search” capability that no longer allows for search by the most basic categorization schema used to organize government spending data.

PredictION helps citizens understand the impact of proposed transit changes to their daily commute TORONTO – April 1, 2015 – Esri Canada congratulates Jonathan Van Dusen, Majuratan Sadagopan and Shanqi Zhang from the University of Waterloo for winning the Esri Canada GIS Centres of Excellence in Higher Education App Challenge. The week-long coding competition encouraged students within the network to build innovative Web apps that use open data and Esri’s geographic information system (GIS) technology to address a specific theme. Working as a team, the three students developed PredictION, a transit modeling and routing application that helps citizens to visualize, analyze and compare routes and service areas between existing and proposed transit systems.
