The World Wide Web Foundation (WWWF) delivers its second global report card on open government, championing the worldwide right to information. As some countries leap ahead from the 2013 report, others fall further behind, while some maintain steady progress. The report doesn’t just give out grades, though. It also provides information needed for the world’s officials and citizens to create, “a genuine revolution in the transparency and performance of governments.” Defined as, “data from governments, made available for anyone to access, use, and share,” the concept of open data seems like an obvious winner, and straightforward to implement. But as the Open Data Barometer 2015 shows, obstacles abound.

a PhD candidate at the LSE and Chairman of DATA, an Uruguayan based NGO working on transparency, open data and human development, argues for the need for a human rights framework to tackle issues related to the use of surveillance technologies in Latin America. In  July 2014, the Uruguayan government secretly purchased the license for a piece of software to monitor citizen communications . “The Guardian” (or “Guardião”, as the Brazilian tool is known) is now being fully deployed with no clear guidelines. Civil society organisations fiercely opposed this development and are now starting a legal procedure to access information about the purchase.

April 9, 2015 | Jason Bobe, Executive Director of the nonprofit PersonalGenomes.org, is a serial research participant. He is a proud donor of skin cells to the New York Stem Cell Foundation, and fondly remembers swabbing his cheek with super glue to provide facial mites for a study at the North Carolina Museum of Natural Sciences. As a member of the Harvard Personal Genome Project (PGP), he has also made himself a subject of one of the most comprehensive personal exams in the world, sharing his genetic data and filling out exhaustive surveys about his health and physical traits. But Bobe recognizes that, as a frequent volunteer for science, he’s part of a small minority. “You’d be amazed,” he tells Bio-IT World.

What should enterprise customers make of the recent launch of the Open Data Platform (ODP), an initiative by IT industry leaders to establish a core set of common technologies for the Hadoop big data platform? Not much, says Gartner analyst Nick Heudecker. “At this point, we are advising clients not to take ODP into account at all when evaluating their Hadoop options,” he says. “ODP is the answer to a question that nobody’s asking.” So far, so damning – but since members of the ODP promise their work will result in “less confusion and friction for enterprise customers”, it is worth examining their claims in more depth. To recap: the ODP was announced in mid-February by a group of suppliers led by Hortonworks and Pivotal, but also including EMC, IBM, SAS, Teradata and VMware.

The Association of College and Research Libraries (ACRL) 2015 Conference, held in Portland, OR, March 25–28, was by all accounts an upbeat event. Academic librarians may be thinking seriously about the future, but for a few temperate and surprisingly sunny days at the Oregon Convention Center—as well as online, for those taking advantage of the virtual conference—everyone involved seemed to be feeling positive about the present as well. Some 3,390 registrants attended in person, plus more than 300 virtual conferencegoers, from all 50 states and 24 countries. A record-setting 1,250 of all registrants were first-time attendees.

The Code for Ghana team has selected Citi FM and two other media houses to work together to bring innovation into their respective organisations. The other media houses are Graphic Communications Group Limited and Citi FM. A press statement issued by the group indicated that the “teams of Data Experts will serve as catalysts and enablers to help create the internal systems and resources necessary to entrench data as a critical component of the Ghanaian newsroom culture.” They will also be responsible for the creation of Open Data platforms: avenues that afford citizens the privilege of direct access to useful and accurate data. The collaboration between the software developers and the media houses is expected to produce a sustained interest in data-driven journalism.

Efforts to boost health care transparency have unlocked thousands of data sets, but the sheer amount and density of information available has made it difficult for consumers to use in meaningful ways. This gap has created a market for innovators to step in and develop easy-to-use tools that leverage open data. The federal government in many ways has been leading the effort to make information on health care cost and quality available to the public. In 2009, the Obama administration launched data.gov, an open-source website where the public can access thousands of data sets on various topics. As of April, the site contained 820 health care-related data sets.

In July 2014 President Putin approved Federal Law No. 242-FZ (“On Amendments to Certain Laws of the Russian Federation in Order to Clarify the Procedure for Personal Data Processing in Information and Telecommunications Networks” (the “New Law”). This introduced two key changes to Russian Data Protection Law which, with its current interpretation, has possible ramifications for all foreign businesses doing business in Russia and dealing with the personal data of individuals. The legislation has been criticised for its vague wording and practical implications.

The university hopes to raise and spend $100 million and hire 40 new faculty members in the coming decade in support of the center, which will help coordinate the creation of data science concentrations for undergraduates and master’s degree students. The new hires will supplement the 40 faculty focused on data science already brought on board in the past five years.
