In recent days Fifa, the international governing body of football, has become embroiled in a wide-reaching corruption scandal allegedly spanning three decades and multiple continents. It centres around allegations of bribery and money laundering involving tens of millions of dollars, and bid outcomes influencing where global football tournaments are staged, including the 2010 World Cup in South Africa. TORONTO — Microsoft Corp. says it will establish two new data centres in Toronto and Quebec City that will store sensitive online information from businesses and consumers. The company says the centres will run its cloud services and be operational by the end of the year. Concerns about moving important data to servers in the United States and overseas, as well as federal and provincial privacy legislation, have been a barrier for the adoption of cloud computing by businesses and government agencies. But Microsoft Canada president Janet Kennedy says companies and government agencies can be confident that their data will stay in Canada and under Canadian jurisdiction. Kennedy declined to say how many jobs would be created or how much the company was spending on the centres.

Detroit has been legendary in the past, in some respects, for all the wrong reasons. One of those reasons has been it’s historically been difficult to deal with city hall. One way to change that is to make data available to all, or what’s called in tech parlance “open data.” After all, data is knowledge, and knowledge is power. Initiatives like Loveland have given Detroiters a little taste of what’s possible with open data, but recently, the doors have flung open when it comes to getting information from the city, if you know where to go. Accessing everything from crime reports to property data was a muddy, annoying and painful process, but now there’s a litany of tools for people to use over at http://wwww.detroitmi.gov/data.

Researchers attached sensors to seals to explore virtually untouched regions of the ocean. An army of sensor-carrying seals have been working to gather information on some of the world’s most remote and frigid seas. The new MEOP (Marine Mammals Exploring the Oceans Pole-to-pole) portal will provide open data on regions of the ocean so harsh that they are virtually inaccessible to humans, the University of St. Andrews reported. A group of seals that were outfitted with special noninvasive sensors, allowing them to produce 400,000 environmental profiles that make up what is now the world’s largest oceanographic database for polar oceans. “The fact that animals have collected the data is an interesting innovation in ocean observation.

Esri unveiled its Human Health and Climate Change App Challenge, calling on the worldwide GIS community tocreate apps that help communities visualize, understand, and combat the health impacts of climate change. Esri will award three winners more than $15,000 in cash prizes or the equivalent in software. The deadline to enter is August 14. This week Code for America launched the Police Open Data Census  —  a collection of the police interaction datasets available online. It includes use of force incidents, officer-involved shootings and complaints against police as well as response times and citations. It also indicates whether the data is online, machine readable, up to date and available in bulk, and notes whether context is provided and whether incident-level data is available as opposed to aggregated numbers. The census was created when Code for America discovered there was no way for cities to see what other jurisdictions were doing in terms of opening information around police interactions with citizens.

WASHINGTON—Federal health officials are stepping up efforts to stop practices they’re call “data-blocking” with a new push to collect stories from patients, doctors and others whose health data requests were stymied.The CMS has created a new e-mail address— noinformationblocking@cms.hhs.gov —for these reports and announced it during the Health Datapalooza conference in Washington Tuesday.“I want to hear and understand information-blocking practices you’ve experienced,” acting CMS Administrator Andy Slavitt said at the conference. “Data blocking will not be tolerated.”Officials plan to act on the reports e-mailed to them, Slavitt said. But the agency has few tools at its disposal to do so.

NEW DELHI | BENGALURU: Industry bodies US-India Business Council and the Confederation of Indian Industry have urged the government to reconsider its push for open source software that will cut the cost of licensing from big companies such as Cisco, IBM and Oracle In submissions to the Department of Electronics and Information Technology (DeitY), which were seen by ET, the two bodies suggested the government replace the clause on mandatory use of open software with “best-fit and best-value technologies that support interoperability through open standards”.”The policy on this issue should emphasise open standards, interoperability and other key factors that create a level playing field for vendors of all types,” US-India Business Council Mukesh Aghi told ET in an email response.
