A new study on living standards in Northern Ireland has stated that communities that have been disadvantaged for generations have continued to decline despite nearly a decade of devolved government at Stormont. Photograph: Getty Images/iStockphoto Lisburn has the highest quality of life among Northern Ireland’s 11 local authority areas and Derry City & Strabane has the lowest, according to a new study. An analysis by Belfast-based news website the Detail found differences between council areas across a wide range of headings, including education, employment, access to services and life expectancy, when it examined data for each local authority.

WASHINGTON—Making health data more widely accessible and useful to patients and providers could change communities. That’s the message resonating during the first day of the three-day Health Datapalooza conference, held in Washington, this week. Farzad Mostashari, former head of the Office of the National Coordinator for Health Information Technology, said health data must be actionable and providers must be ready to respond to it. A doctor receiving a notification that a patient is in the emergency room should realize that means money and opportunity lost, Mostashari said. An office visit, instead, could bring his practice $700 and save his patient from unnecessarily intensive treatment at the hospital.

TL;DR summary: some data can be made publicly available without any problems. A lot of data, however, cannot. Therefore, unrestricted sharing should not be the default. In stead, all data could be hosted on institutional repositories to which researchers can get access upon request to the institution. Data is an essential part of research, and it is a no-brainer that scientists should share their data. The default approach is and has been ‘share on request’: if you’re interested in a dataset, you simply e-mail the author of a paper, and ask for the data. However, it turns out that this does not work that well. Wicherts, Borsboom, Kats, & Molenaar (2006) have shown, for example, that authors are not really enthusiastic about sharing data, something not unique to psychology. This is bad.

The National Oceanic and Atmospheric Administration looks to better leverage the power of big data for the more than 20 terabytes of data it gathers every day. Few organizations manage more data than the National Oceanic and Atmospheric Administration (NOAA). The agency, which oversees the National Weather Service and other federal entities, gathers more than 20 terabytes of data every day—more than twice the data of the entire printed collection of the United States Library of Commerce. This environmental intelligence streams in from numerous sources, including Doppler radar systems, weather satellites, buoy networks and stations, tide gauges and real-time weather stations, as well as data from ships and aircraft.

In an article published last month in the Journal of the American Medical Informatics Association, the EHR-2020 Task Force, made up of 14 veterans of medical informatics, issued 10 recommendations in 4 key areas, with the goal of a person-centric, learning health system in the next 5 years. The EHR-2020 Task Force recommendations include: 1. Lessen the data entry burden for clinicians. 2. Separate data entry from data reporting, and let non-physicians, including patients and their families, enter some of the data. 3. EHRs should support systematic learning and research at the point of care during routine practice for both billing and care-delivery purposes. 4.

Microsoft has announced that it will open new data centres in Toronto and Quebec City but the company is not disclosing the exact locations of the centres or the number of jobs that they will create due to security concerns. Microsoft Chief Operating Officer Kevin Turner made the announcement at the Delta Toronto on Tuesday morning, calling it “one of the most exciting and significant announcements in Microsoft’s 30 year history in Canada.” “These facilities will be the physical home to the technological hardware that powers the Microsoft Cloud and its capabilities. Now customers across Canada will be able to enjoy the benefits of all commercial cloud services on their terms,” Turner said.

As a new United Nations report recognizes encryption software and anonymizing tools as “essential to free speech,” the Russian authorities are toughening their stance on anonymity software. Lawrence Alexander uses open data to examine the rapid growth in Tor use on the RuNet—and to ask what might be driving this trend. The Tor browser is one of the most popular anonymizing tools used globally to access content that might be blocked or blacklisted, as well as to preserve user privacy. Initially a research project funded by the U.S. Navy, Tor is now run by a nonprofit group, though it continues to receive federal funding. The Tor browser anonymizes Internet traffic by sending it through a unique configuration of nodes known as an onion routing system.

Boston residents have better online access to city records about crime, spending, and code violations than people in most of the nation, according to an analysis that looked at so-called “open data” programs in 98 municipalities. The US Cities Open Data Census lauded Boston, which makes data available to developers and other members of the public, for the availability of its information on restaurant inspections and municipal service requests. The city performed less admirably when it came to lobbying records, business listings, property transactions, and transit schedules. But overall, only Los Angeles, New York, and San Francisco ranked ahead of Boston.
