The City of Durham and Durham County governments have launched a new open data portal, Open Durham, which allows users to explore, visualize, and download city and county data. In addition to local data, Open Durham also features data sets from state and federal open data sources. The Open Durham catalog is organized into 10 categories including transportation, social services, government administration and finance, economic development, education, health, public safety, sports and leisure, civic planning and environment. The categories are populated with nearly 200 data sets and maps from multiple Durham city and county departments. The data sets and maps range in topics from North Carolina school performance to Durham bicycle trails.

WASHINGTON — When President Obama announced a White House police data initiative last month, he said he hoped it would help police “strengthen their work and hold themselves accountable by sharing it with the public.” But some police may not want to share. The initiative has run into privacy hurdles, most notably in Charlotte, which was supposed to be at the vanguard of a program to analyze data on police interactions to give early warnings of problem officers. That program faces a key test Monday, when Charlotte City Council considers an ordinance that would allow its police department to share data with researchers at the University of Chicago. The chairwoman of the safety committee told USA TODAY she won’t support it as long as officers have privacy concerns.

As part of the African Development Bank’s ongoing efforts at improving data quality, management and dissemination support to statistical development in Africa, the AfDB took part in a joint workshop on public sector debt statistics, with the World Bank and the IMF East AFRITAC (AFE) in Zanzibar during June 8-19, 2015 with 30 officials from seven East African countries. Addressing a strong demand for debt data improvements in the region, the workshop assisted the EAC Partner States to meet the fiscal and debt data requirements associated with the East African Community Monetary Union (EAMU) protocol. The workshop focused on compilation, dissemination and harmonization of public sector debt statistics in East Africa.

Minister Brendan Howlin has labelled the Government’s new data strategy as “a major milestone in the public service” – but what does the new approach to data mean? “Data”. It’s a vague word signifying anything from the cost of your phone bill, to how many college places are available this year and for what points, to plain old mathematics. Data allows us see more of the world around us, helping us to see things from unknown perspectives. Data distributed without restriction is “open data”. The new foundation document on the development of an Open Data Strategy was released, ironically enough, in the most unusable format possible – PDF. Disclosing documents as PDFs has long been how governments have reacted to Freedom Of Information requests.

A free online mapping tool enabling users to overlay 50 different types of infrastructure assets in Greater Manchester has been created by policy advisor New Economy along with Salford City Council and funded by the Cabinet Office’s Release of Data Fund. The open data service provides a range of details including planned transport works, communications links, streetlight locations and designated nature reserves, amongst many others. The infrastructure map was developed by New Economy and Salford City Council on behalf of Greater Manchester’s Local Enterprise Partnership and the Greater Manchester Combined Authority’s planning and housing team. Mike Blackburn, chairman of GM LEP, said: “The open data map is an important milestone in Greater Manchester’s ambitious growth plans.

One rabble rouser has been trying to get the IRS to make individual nonprofit tax forms available in an electronic format anyone can easily search. What may seem to a casual observer like a minor battle would actually be revolutionary for the entire sector. Quick disclosure: I hate 990s. Not the concept of them, of course, as they are the chief method of accountability that nonprofits entities must file annually in exchange for tax exemption. But I hate just about everything else about them. Covering philanthropy and working with nonprofits, I’ve spent so many hours popping open PDF after PDF—old, grainy scans of these tax forms—squinting and Control-F-ing my way through past giving, foundation by foundation, year by year.
