Humans are visual creatures, so presenting temperatures, crime statistics, or population densities on a map often makes quickly discerning patterns and spatial relationships easier than presenting the same facts as a boring table. THE Freedom of Information Bill (FOI) should be passed within the Aquino administration, said Akbayan Partylist Representative Barry Gutierrez in his recent visit to Baguio City. While President Benigno Aquino III did not mention the FOI bill in his final State of the Nation Address (Sona) last July 27, he asked lawmakers to pass the bill in his budget message that followed his state address. Earlier, Gutierrez said he is confident this will be enacted by the 16th Congress, stressing this will not only be a written legacy but will be a tool in instilling a “culture of disclosure,” which will consequently make the government have more sense of “transparency and accountability.” The representative emphasized the House’s version is a promising one with its open data provision.

If you don’t know what’s wrong, you can’t fix it. That’s the rationale behind a plea from the Lowertown Community Association for more detailed open crime data on the Ottawa police website. Right now, the city’s crime statistics are reported once a year and broken down by municipal ward. There’s also an online crime mapping tool, which lets residents see calls for service in their neighbourhoods going back six months. But that’s not enough, argued Jan Grabowiecki, who made a presentation at the Ottawa Police Services board meeting on July 27. Crime in the Rideau-Vanier ward rose slightly in 2014 compared to the rest of Ottawa, which saw an overall decline of about three per cent, Grabowiecki said.

Los Angeles County announced this January the creation of an open data website that would allow anyone to find information on a host of county government programs, from budget information to welfare data to crime statistics. Supervisor Mark Ridley-Thomas told the Los Angeles Times the county was about to become the “largest municipal government in the nation” to make its data easily accessible to the public. While the data will be free to the public, the county will spend $319,000 in startup costs, and annual expenses are expected to cost an additional $287,000. For comparison, consider this: California lawmakers in June introduced a bill to establish a statewide open data policy that would affect more than 200 state agencies.

Those who call the shots in Wisconsin’s Capitol show themselves to be most comfortable working in the dark. They tried to butcher the state’s open meetings law, and only backed down when their action whipped up a public firestorm. They want to do away with the highly respected state audit office. They’re itching to turn a nationally acclaimed, politically independent elections and ethics watchdog agency into alapdog. They must have a lot to hide. With open government laws under assault, it’s easy to focus entirely on condemning the attacks and seeking to prevent further harm. It’s harder, especially in times like these, to take the time to think up ways to make our open government laws sturdier and the business of governing more transparent and trustworthy.
