TORTOLA, British Virgin Islands — Across the Caribbean, governments are moving their essential services to digital platforms and generating more data than ever. Yet, much valuable public information remains locked away in proprietary systems, beyond the reach of Caribbean innovators and end users. A growing number of open data initiatives aim to change this, but it won’t be easy. “The Caribbean can benefit tremendously from open data as part of its development agenda,” said Bevil Wooding, Internet Strategist, in a presentation on Open Data at the 13th Strategic ICT Seminar of the Caribbean Telecommunications Union held in Tortola, British Virgin Islands on 30th September 2015.

Institutions such as the Bank, UN agencies, NASA, ESA, universities and others have deluged us with an overwhelming amount of new data obtained painstakingly from countries and surveys or observed by the increasing number of eyes in the sky. We have modern tools such as mobile phones that are more powerful than old mainframes I used to use in my university days. You can be in rural Malawi and still have access to decent 3G data networks.However, this new data age has unfortunately not really dawned for most of us, on any side of the digital divide.

Legislation introduced by City Council members this week would require NYPD to publish data on crashes and summonses along NYC truck routes. The bill is intended to improve safety on truck routes, but a better approach would be to have NYPD post all traffic summons data. Intro 919, introduced by council members Margaret Chin, Jimmy Van Bramer, and transportation chair Ydanis Rodriguez, would require NYPD to compile stats on moving violations and crashes on city-designated truck routes and publish the numbers on a publicly accessible database. “With the information we will garner from this legislation we can ensure that we know and improve high risk truck routes,” Rodriguez said in a press release.

We can’t realistically expect to make major progress in combating health problems and disparities without a solid grasp of the underlying data about health conditions. Take the pressing issue of asthma. About 15 percent of California children have asthma, according to data from the California Health Interview Survey. That percentage has stayed stubbornly consistent over the past decade. And there are counties in the Central Valley with rates of emergency room visits for childhood asthma that are double, sometimes triple, the rates in California’s coastal regions. Until we know what’s going on — and asthma is just one of many examples — we won’t be armed with the information we need to act.

The Virgin Islands is in a reset mode and certainly telecommunications plays one of the most crucial roles, in ensuring, that we can achieve a higher standard of living for our people. The size of a country and its population is irrelevant, in terms of being on the cutting edge of technology and indeed, the BVI intends to keep pace, with the rapid advancement, in the delivery of goods and services, through technology. As Minister with responsibility for ICT, I want to assure everyone, that our telecommunications regulatory agency, the Telecommunications Regulatory Commission (TRC), is putting the mechanism in place, to enable the launch of real broadband in the Virgin Islands, using all mediums available.

Los Angeles Chief Data Officer Abhi Nemani left the city toward the end of this month. Nemani announced the departure internally and within his community of data scientists after 13 months of opening data sets and coordinating open data efforts across the city. “Illuminating, educational and useful,” Nemani wrote of his time as CDO with the city in an unofficial announcement. “Now having gotten a chance to be on the inside, I’m excited to apply those learnings further. It’s been a privilege to serve the people of Los Angeles, and work with the fantastic public servants there, and I can’t speak highly enough about how useful it’s been to learn about civic innovation from inside City Hall. Thanks for everyone who made this year a special one, and welcoming me so warming into the city.
