The new law will make non-confidential data accessible to researchers, investors and service developers via an integrated platform Dubai has issued a new open data law allowing government departments and other organisations to share non-confidential data. The law was issued by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and ruler of Dubai to further the emirate’s efforts of transforming into a smart city. Under the new law, non-confidential data will be made accessible to researchers, investors and service developers via an integrated platform, state news agency WAM reported. The legislation is also expected to create room for more collaboration and innovation between government and non-government entities.

It was 1986, and the American space agency, NASA, was reeling from the loss of seven lives. The space shuttle Challenger had broken apart about one minute after its launch. A Congressional commission was formed to report on the tragedy. The physicist Richard Feynman was one of its members. NASA officials had testified to Congress that the chance of a shuttle failure was around 1 in 100,000. Feynman wanted to look beyond the official testimony to the numbers and data that backed it up. After completing his investigation, Feynman summed up his findings in an appendix to the Commission’s official report, in which he declared that NASA officials had “fooled themselves” into thinking that the shuttle was safe.

Transport for NSW has been busily investing in its back-end IT infrastructure to allow it to put its real-time transport feeds and other data sets into the hands of more app developers. The department is planning to launch its expanded ‘open data hub’ in 2016. At the moment, the Transport for NSW licenses access to its real-time transport data to just six app developers. Transport Minister Andrew Constance today complained about “technical limitations” that had prevented the department from being able to make this information available to a greater number developers.

Myanmar has taken another step toward open data with the debut of an online statistics portal. The Myanmar Information System (MMSIS), built by the Central Statistical Organisation (CSO) under the Ministry of National Planning and Economic Development with help from the Korea International Cooperation Agency (KOICA), aggregates information spanning subjects such as trade, investment, demographics and national income. Stats come from the CSO and the Myanmar National Statistic System (NSS), as well as private sector sources, according to the database website. “The MMSIS is designed to provide statistical data and metadata to the public,” it says.

“These computing clusters will provide needed computing capacity for NNSA’s day-to-day work at the three labs managing the nation’s nuclear deterrent,” said Doug Wade, head of NNSA’s ASC program. “This tri-lab effort will help reduce costs, increase operational efficiencies, and facilitate collaborations that benefit our nation’s security, support academia, and advance the technology that promotes American economic competitiveness.” The three-year contract provides NNSA’s Advanced Simulation and Computing (ASC) program with high-performance computing clusters for its mission to ensure the safety, security and reliability of the nation’s nuclear deterrent without underground testing – a program called stockpile stewardship.

At least half of papers in economics are not reproducible, a new analysis has found, suggesting that the “reproducibility crisis” in academia is not confined to lab sciences. Researchers from the United States Federal Reserve and the Department of the Treasury tried to replicate the results from 67 papers across 13 prestigious journals, but even after contacting authors when necessary, they were successful in only 49 per cent of cases where the data were not confidential and the researchers had the right software to analyse it. “We assert that economics research is usually not replicable,” the paper concludes.

Greg Otto is FedScoop’s technology reporter, covering all of the innovative tech government is leveraging: cloud computing, mobility, cybersecurity… Ryan Panchadsaram, a deputy chief technology officer for the U.S. government and one of the first members of the U.S. Digital Service, is stepping down from his position.
