It was a packed house involved in a wide-ranging conversation about the use of analytics and machine learning around civic data. An important first step is to understand each department, not forgetting state, federal, and non-profit organizations who may also have relevant data for your community. California has been working to improve its environmental profile for years, and the latest effort asks citizen hackers to harnesses open data to improve the state’s sustainability operations in the face of the drought. According to a state announcement, the Government Operations Agency and the Department of General Services created the Green Gov Challenge, which focuses on creating apps, visualizations and other tools in an effort to improve government sustainability practices. The contest took place over the weekend of Oct. 24-25 at the California Department of General Services. Finishing in first place and receiving $10,000 was Insight, for its Green Buyer app that tracks agencies’ purchases of environmentally friendly products.

An app that maps every single one of the 30,000 trees owned by the City of Waterloo took home top honours in the city’s first hackathon this past weekend. The winning team behind the Timber app, which included two students from Sir John A. Macdonald Secondary School and one student from the University of Waterloo, used publicly-available data to create the app. “This was an elegant, simple solution,” said Waterloo Mayor Dave Jaworsky in an interview on The Morning Edition. “Taking the city data, latitude and longitude, and mapping it on Google Maps—I think that one can come to reality.” The hackathon, called Waterloo Codefest, started at 8:00 a.m. on October 24 and ended 36 hours later, at 8:00 p.m. on October 25.

IBM is making social media analytics more broadly accessible through a new collaboration with Twitter, which will make social insights drawn from the microblogging service available via its new data platform, IBM Insight Cloud Services, along with integration of open data sets and proprietary data. IBM also unveiled a parallel collaboration with The Weather Company. IBM positioned the new Insight Cloud Services as a way to cut through the huge amount of clutter associated with Big Data to make sense of trends and better serve customers with consumer-facing products. The new products are aimed at clients in industries including retail, insurance, and media and entertainment. The offering includes a number of products.

Forget about writing a letter to your congressman – today citizens use the web, email and social media to make their voices heard on the state, local and federal levels. Much of this participation is due to the ubiquity of mobile devices. Because people can do just about everything with a smartphone or tablet — from collaborating with remote colleagues to ordering a pizza — they expect their interactions with the government to be just as satisfying and simple. Unfortunately, recent data suggests this has not been the case. According to a January 2015 report by the American Customer Satisfaction Index, citizen satisfaction with federal government services continued to decline in 2014.

Citi Bike would be required to open its books to lawmakers under a bill unanimously passed on Tuesday by the City Council’s Transportation Committee. The bill, which goes before the full council Thursday, would force the bike-share group to provide details on deficits or profits and the amount of revenue allocated to the Department of Transportation. The DOT would have to compile the data, provide it to the council and post it online. Transportation Committee Chairman Ydanis Rodriguez, who sponsored the bills along with Councilman Brad Lander, said the step is necessary because of the popularity of the once-struggling program and the need to make sure it stays around.

Billed as “a day of open data, technology, and civic engagement,” the inaugural Hack for Reno Summit on Saturday, Nov. 7 will spark conversations for a smarter city at the new Innevation Center. The Hack for Reno Summit will begin at 9 a.m. and include short talks, panels, and activities. Government workers, journalists, developers, students, artists, and a number of other citizen groups will have the opportunity to begin a dialogue about how to build a smarter city using open data. Reno City Manager Andrew Clinger will provide a short talk on the city’s new data-driven platform called Open Reno. Clinger says an event like the Hack for Reno Summit is essential to driving meaningful open data conversations between the City and citizens.

Perhaps no other process of government that has such a significant impact on people’s lives is as opaque and less understood as establishing the rules for land use. Maybe the redistricting process. Maybe. How land is zoned – the setting of specific requirements for how land may be used, and even how buildings and structures on land may be designed – is a complex process because discretion for setting zoning rules is generally delegated to local governments. My home state of New York provides a very comprehensive (though somewhat dated) guide for local communities that want to institute zoning rules. It’s a fascinating read.
