One year into the launch of a new city website, Louisville, Kentucky’s IT department is working on a fresh wave of improvements to help the government better connect with citizens digitally. The mobile-friendly louisvilleky.gov site, launched in October 2014, debuted with a number of new features including an open data portal, a city services locator and an improved internal search function. Chief Information Officer Jason Ballard believes the transition to the new site represents a “huge success” for the city. It’s also laid the foundation for his Department of Information Technology to add new public datasets and enhanced features for the roughly 225,000 people who visit the site each month.

An effective open data system will transform the lives of people by allowing them to make better decisions, a consultant on Open Data said on Wednesday in Freetown. Ms Jeanne Holm, a professor in Civic Innovation and Data Science at the University of California, US, who is heading a team of World Bank consultants on the mission to help Sierra Leone assess its readiness for the open data initiative, told APA that her findings revealed a readiness on the part of the authorities, but that obstacles like lack of access to internet and electricity constituted major challenges. Open data is the idea of making data freely available to everyone to use and republish as they wish. It is being promoted as a good governance principle.

Pittsburgh’s old property violations system was, in a word, cumbersome. “A citizen would put a call into 311. We would then print out that call here (and) manually hand it to an inspector. They would then go out, see the property, inspect it, write on the back of the paper if there was a violation and then give it to someone to be typed up, and then we’d actually mail it out,” said Maura Kennedy, director of the Department of Permits, Licenses and Inspections, or PLI. “That took weeks.” Kennedy said, until recently, PLI had been doing things the same slow, methodical way for the last 30 years. But no more. Two of Kennedy’s primary goals over the last year and a half have been to upgrade the department’s technology and streamline its processes, she said.

A 21-year-old Edmonton software developer has launched a website to help the public better follow municipal politics. YEGVotes.info, released earlier this month, is designed to give people a summary of issues and bylaws discussed by council and the ability to quickly see how their city councillors voted. Troy Pavlek said he started the site to make it easier for people to track individual councillors’ activity. “Local politics are incredibly hard to follow,” he said. As he sees it, people can rely on media outlets for a selection of issues deemed newsworthy or follow City Hall reporters on Twitter and get an overload of information. “There’s no real middle ground,” he said.

A group representing state geographic information systems leaders from around the country is calling for a new collaboration with the federal government to create a national address database. The National States Geographic Information Council issued a challenge to the states and the feds Tuesday, asking geographic information professionals nationwide to lobby for a push to set up a single database containing address information for every residential and commercial property in America. The organization believes that roughly half of all state governments are ready to coordinate the development of such a database with their local governments, and a federal initiative could encourage the remaining states to follow suit.

Open Data Institute trainer Ben Cave shares the wide benefits of the open approach taken with eLearning developer Sponge UK in collaborating on the newly launched European Data Portal The launch of the EU’s European Data Portal (EDP) this week marks a significant commitment to improving open data innovation across Europe. EDP was launched by the European Commission (with the Connecting Europe Facility framework), to support the deployment of European open data infrastructures, from data publishing to re-use. With over 240,000 open datasets from 32 countries and topics ranging from science to justice, EDP supports a new generation of products and services. However, as the ODI advocates, open innovation is a journey that begins with culture change.
