This week’s launch of the European Data Portal has provided further momentum for the cause of open data in the EU, and been accompanied by two reports that provide fresh evidence that the UK is one of the star performers in the field. Capgemini Consulting, leader of the consortium that built the portal, compiled the studies – Creating Value through Open Data and Open Data Maturity in Europe 2015 – on behalf of the European Commission in an effort to clarify where the work on open data now needs to be focused. The lessons suggest that, while there is steady progress throughout the EU, there is still a need for a more structured approach, even in the UK. While the reports are not primarily for benchmarking, they include indicators of member states’ achievements so far with open data.

News: New Open Data Portal will facilitate public sector companies to share data. The new European Data Portal plays an important role in seizing the potential of Open Data, whose market size is expected at €325bn for the period 2016-2020, according to two new studies. Capgemini Consulting carried out the studies on behalf of the European Commission within the framework of the Connecting Europe Facility programme to support the deployment of European Open Data infrastructure. The market for open data is anticipated to increase by 36.9% to €75.7bn by 2020. A report has revealed that the EU28 plus countries had completed only 44% of the journey towards achieving full open data maturity, but there are large discrepancies.

Today, the Big Cities Health Coalition debuted its first-ever digital release of a report that provides a health snapshot of Americans living in 26 major cities, from Boston to Miami to Los Angeles. For decades, this important health data existed in five editions of paper reports; now all 12,000 data points are available in a new open data platform, supported by Socrata. The Big Cities Health Inventory monitors 34 health indicators in categories such as food safety, substance abuse, HIV/AIDS, and tracks demographic indicators, including life expectancy, household income, and high school graduates. The platform is the first of its kind to provide a broad, comparable view of city health in an open and interactive format to the public.

When it comes to using technology and data to help clients make better decisions, real estate trails other industries. KIG principal/managing broker Susan Tjarksen, one of the panelists at Bisnow’s Multifamily Annual Conference, Dec. 3 in Washington, DC, is changing that, one client at a time. Some key findings: two hot multifamily submarkets you should enter, and a boozy revelation. Susan believes in what she calls the “intersection of real estate and technology.” She says real estate is one of the last “dinosaurs” that is slow to embrace either tech or data, but that data is absolute and needs to be interpreted to make better, more informed decisions.

You’ve probably never heard of the U.S. Statutes at Large, which yesterday became the centerpiece of Congress’ latest move toward open data in law and regulation. This “permanent collection of all laws and resolutions enacted during each session of Congress” isn’t as well known as the U.S. Code. While the Code organizes laws by subject matter (a process called “codification”), the Statutes at Large lists them sequentially, the way they were originally passed by Congress. Two years ago, Congress started publishing the U.S. Code as open data, using a standardized XML structure called the U.S. Legislative Model (USLM).  That means software can understand the structure of the Code’s codified laws, connect citations electronically, and (eventually) redline proposed changes automatically.
