Since starting in 2012 under the leadership of Mayor Richard J. Berry, Albuquerque’s open data initiative has received good reviews. Perhaps one of the reasons behind this current success is that we’ve been focusing on the concept of return on investment (ROI). Simply, Return on Investment is a measure of the benefit (return) gained when compared to the level of effort (cost). This easy way of thinking about financial decisions is also a great way of thinking about decisions in general. If someone tells me about a dozen, freely available doughnuts, I may decide that eating them (benefit) outweighs the effort of climbing the stairs to the break room to get them (cost) and any subsequent health issues (cost).

Ontario, Canada is moving to an open data by default policy. The decision follows the completion of a province-wide open data directive draft period that included feedback from local citizens and entities. The Open Data Directive will take effect on April 1, 2016 and will apply to all Ontario ministries and provincial agencies requiring them to make data public, unless it is exempt for privacy, legal, confidentiality, security or commercially sensitive reasons. Ontario was the first jurisdiction in Canada to consult on a draft open data directive. The province has developed a four-part plan aimed at creating a more open government.

Under normal circumstances, accessing government data, creating hacks with it — even making products with it — would be seen as irresponsible, and possibly criminal. Once a year, however, a multitude of Australian Government departments across federal, state and local levels get together to do all three, and the push the government further towards open data. The event, GovHack, was first conceived in 2009 as a Gov 2.0 Taskforce project, with the directive to take data from government APIs and use skills in Web/app development, hardware engineering, design, and UX to create a more useful and usable experience for Australians to consume.

This Wednesday, Dec. 2, the Congressional Transparency Caucus — chaired by Reps. Darrell Issa, R-Calif., and Mike Quigley, D-Ill. — will host a discussion focused on the need for better data in financial regulation. The event will be held in room 2226 of the Rayburn House Office Building and kick off at 11:00 am. As it stands, many financial regulatory agencies are stuck in the past, relying on hard to parse PDF documents and other formats that are not optimized for modern technology. The Financial Transparency Act aims to change this by requiring financial regulatory agencies to adopt consistent data standards. The bipartisan legislation would also add a much needed layer of transparency to information that agencies are currently making public in outdated formats.

(TNS) — A civic hacking group wants the Wichita City Council to adopt an open data policy to promote transparency in government spending. Open Wichita, started earlier this year, aims to solve community problems and increase government transparency through public information. Its organizer, Seth Etter, says the proposed policy is modeled after what other cities are doing. The group wants to work with the city to release data on things like the budget, water use and transit routes, among other things. “There’s a lot of data that the government collects that legally can be accessed by anyone in the public, but with the tools they use to collect it and the way it’s stored, it takes a lot of work to procure those documents and release them,” Etter said.

As 2015 winds to a close, we can look back on a year of success stories and failures when it comes to transparency in government. At the start of the year, the federal government began releasing its enterprise data inventories — comprehensive indexes of the data sets it collects — to the public. The move, which came in response to a Sunlight Foundation Freedom of Information Act (FOIA) request, was a major victory for government transparency. By making the indexes publicly available, we’ll have a better picture of what data and information the federal government collects and maintains, and it opens the door for further investigation and analysis by Congress, journalists and citizens alike.

Putting data behind seemingly intractable problems is the best way to tackle them, whether it’s providing access to healthy food, managing the planet’s natural resource, or combating disease. People who live far from a well-stocked grocery store feel the daily struggle of trying to make meals out of convenience stores’ typical choices. The Food Trust illuminates the problem in their report “The Grocery Gap,” detailing how “in hundreds of neighborhoods across the country, nutritious, affordable, and high-quality food is out of reach — particularly low-income areas, communities of color, and rural areas.” The Healthy Corner Stores Network (HCSN) wants to change all that.

Today is World Aids Day – an annual event to raise awareness about the global fight against HIV. Earlier this year, a report from UNAIDS declared that the Millennium Development Goal 6 target of “halting and reversing the spread of HIV” had been met, but that continued effort and financing would be needed to end the AIDS epidemic by 2030 as part of Sustainable Development Goal 3. When it comes to international data about HIV and AIDS, the cross-organisational UNAIDS program publishes age and gender-disaggregated data on indicators such as prevalence, new infections and deaths.
