To prevent homeowners from becoming homeless due to foreclosure, the City initiated the Residential Mortgage Foreclosure Prevention Program, an innovative program that links a Court of Common Pleas order requiring that homeowners facing foreclosure have an opportunity to meet with their lenders to negotiate an alternative to foreclosure with City-funded housing counseling, outreach, a hotline and legal assistance. Working together, the City and the Court have created and implemented a national model. Michigan’s government agencies are in the midst of a major push to pool their disparate data sets and make that information more open to the public. According to Chief Information Officer David Behen, the state’s “Enterprise Information Management” effort is helping Michigan’s agencies answer the question of “‘How do we bring our data together and use that data in a really positive way?’” Behen said several agencies are piloting the new information-sharing system, with some using the shared data to detect fraud across agency programs, or even examining lists of families using free lunch programs at schools “to identify other programs that they’re eligible for.” As the agencies begin to share that data, Behen said they’ll also work to add it to the state’s open data portal.

Local ICT suppliers will find it easier to get access to some of the Australian Government’s $5 billion annual ICT spend, following the creation of a promised Digital Marketplace. The marketplace was among a number of promises made during yesterday’s Innovation and Science Agenda announcements, which also included plans for promoting collaboration in cyber security and plans for a data policy statement to formalise Government requirements to make openly available appropriate data. The Government is investing $15 million in the new digital marketplace – an online director of digital and ICT services from which government agencies will procure solutions – which will be developed by the Digital Transformation Office.

The EMC Durham Center Of Excellence is a massive 450,000 square foot facility located in Durham, North Carolina. The Center Of Excellence (COE) serves a few purposes for EMC. The COE serves as a state of the art, highly virtualized cloud data center support over 60,000 EMC employees all over the world. Over 130,000 square feet of the COE are dedicated to research and development labs. And the COE demonstrates cloud computing and delivering IT as a Service (ITaaS). The public comment period on A-130 revisions closed Friday after being extended past the original November deadline. The division between the privacy and security approval process for federal IT projects and various rules tied to open data in the revisions to the Office of Management and Budget Circular A-130 have elicited numerous public comments as the extended comment period came to a close last week. The circular, which governs how the federal government uses its IT assets, is undergoing its first revision since 2000. Released to the public in October, the comment period was extended another two weeks after calls from various groups for more time to parse over the additions.

BENGALURU: Close to 70 pairs of eyes were peering into laptop screens, discussions and suggestions were happening over cups of chai and coffee, the white boards had bubbles, equations and designated roles. Data was the lingo in room. Welcome to DataDive, an initiative by the not-for-profit DataKind. The event was held on December 5 and 6 at ThoughtWorks Technologies in Koramangala, a south-eastern locality in Bengaluru. DataKind is essentially a congregation of data scientists and techies who have a well-paying day job, but come together on weekends to help NGO’s solve problems using data. The event featured four non-profits — Delhi-based Centre for Budget and Governance Accountability (CBGA) and three Bengaluru-based non-profits Daksh, eGovernments Foundation and Rang De.

Via mobile health, or mhealth, health workers in developing countries are leveraging the handheld technologies to track health data about their communities in real time. At present, an mhealth platform called LINKS is being used in developing countries where neglected tropical diseases (NTDs) such as elephantiasis and blinding trachoma are endemic. Scientists at The Task Force for Global Health in Decatur developed LINKS to track how those diseases are being transmitted – with the potential application for tracking all types of health information.
