Recently, I wrote a blog highlighting the latest data trends in refugees and migration data as the global crisis reached unprecedented levels. It’s now two months later and refugee flows continue to swell. In October alone, reports the UNHCR, the total number of refugees reaching Europe matched the total for the entirety of 2014.   This week two pertinent conferences will be held by the World Bank and the International Organization for Migration to address the pressing issues surrounding this crisis. First, on December 9 the World Bank and the EU Presidency of Luxembourg held the “Conference on Migration and the Global Development Agenda” at the World Bank Headquarters in Washington, DC.

Bloomberg Philanthropies is expanding its “What Works Cities Initiative” into 13 new localities, bringing the total to 21. The cities of Anchorage, Alaska; Bellevue, Washington; Cambridge, Massachusetts; Denton, Texas; Denver, Colorado; Independence, Missouri; Las Vegas, Nevada; Lexington, Kentucky; Saint Paul, Minnesota; San Francisco, California; San Jose, California; Tacoma, Washington; and Waco, Texas join the ranks of the inaugural 8. Launched in April 2015, the $42 million initiative is aimed at helping cities move toward data-driven decision making in government. Bloomberg Philanthropies plans to bring in 100 cities in a phased-in approach through 2017.

Hosted by Fremont Chamber of Commerce, a ribbon-cutting ceremony Wednesday at Bennigan’s, 43968 Pacific Commons Blvd., marked the official opening for the Irish-themed restaurant and the start of a Toys for Tots drive meant to break the city’s all-time record for donations. Mars sounds like an exciting place. Scouring daily images from Nasa’s Curiosity rover, some amateur astronomers are convinced that the Red Planet is home to mice, iguanas and humanlike gods. Regardless of whether these are valid claims or just cosmic pareidolia, it is noteworthy that Nasa publicly releases images. Although the information can harmlessly find its way to untrained observers, it is a potentially valuable tool for crowdsourcing low-level analysis, and has revived public interest in space exploration. Data openness – from space images to government budgets – sounds like a defensible cause. In the information age, citizens expect transparency, and degree of openness is an increasingly common benchmarking metric.

The Department of Veterans Affairs, National Institutes of Health and the White House Office of Science and Technology Policy are teaming up with non-profits and local agencies across the country this weekend in an effort to hack their way to better suicide prevention. On Saturday, Dec. 12, data scientists, engineers, designers and domain experts will join forces in multiple hackathons aimed at leveraging open data and technology to both predict and prevent suicides.  The hackathons will take place in Boston, Chicago, New York, San Francisco and Washington, D.C. — each with a different area of emphasis. The Boston VA Healthcare System in Jamaica Plain will host a data sprint focused on identifying at-risk veterans using federal and academic open datasets.

The Waco City Council is expected to approve a resolution Tuesday committing to work with the group on an “open data initiative.” Waco will pledge to “proactively release publishable city data” on a dedicated web portal and “minimize limitation on the disclosure of public information,” the resolution states. In practical terms, that means more information will be easily accessible to citizens without having to submit open records requests, officials said. “We took the list of information most requested from citizens, and we’re going to give them the information we have so they have it at their finger tips,” Duncan said. “If they want more, the system is designed so we can add more data sets.

This post was written by Stephen Abbott Pugh from Code for Africa Rwanda’s jump in the Global Open Data index rankings from 74th to 44th comes at a time when the open data conversation is gathering pace in the country. As Rwanda’s cabinet prepares to debate the draft national open data policy in early 2016, the focus over the next year should move from the supply of data to stimulating demand and encouraging use of open data. The good news is that an early draft of Rwanda’s national policy recognises this stating that the aim “is to achieve a sustainable open data initiative that addresses both the supply and the reuse of open data” and that “demand for data and engagement with user communities are vital”.

Mor Rubinstein was part of our 2013 MSc group, arriving from a Politics and Jewish History degree at the Hebrew University of Jerusalem. After the 2011 wave of social economical demonstrations in Israel she saw how the Internet can be used for different civic actions, an interest that got her working in an open data organisation in Israel, then brought her to the OII, and now to her current role as community and research coordinator for the Global Open Data Index at Open Knowledge, an international NGO that promotes use and release of Open Data.
