Open data usually refers to information the public sector makes (or should make) available to ensure transparency and create business opportunities. A long-standing problem for users is the lack of harmonisation and integration of databases. This is an issue with geographical data too; an obstacle that the standardisation process of INSPIRE is slowly trying to solve. Non-commercial satellite images are the exception. Freely accessible and reusable, they have the characteristics that any data analyst dreams of! Earth observation data is usually available in standard formats, no matter the area covered. What happens to open data in the world? Why is it important to disclose them? What work in the field of open data is carried out in Russia? What are current examples of the use of open data? These and other questions will be discussed by leading experts of the open data sector at the All-Russia Summit ‘Open data – 2015’, which is held in Moscow on 10-11th December. The Summit’s program consists of 16 round tables which will focus on open data in Russia and the CIS countries, ratings of the openness of federal and regional authorities, the use of open data in development of smart cities, presenting the budget, disclosing crime statistics and other society’s life spheres. Within the Summit the All-Russian Contest ‘Open Data – 2015’ will be summed up.

Minister says department “getting back up to speed” around ensuring delivery of monthly datasets that have not been updated since summer 2014 Cabinet Office minister Matt Hancock has vowed his department will publish its spend data as soon as possible, having failed to update the information since August 2014. However, Hancock did not specify a timeline for when publication may be expected or the reasons for the ongoing delays. Speaking yesterday at an update event focused on the Government Data Programme, the minister, whose department is leading the government’s Open Data initiative, said he was aware of the issues with the delays and would be seeking to address a failure to publish Cabinet Office spending figures since last year.

Taiwan has come out on top among 122 nations and areas in this year’s Global Open Data Index, emerging as the first non-European nation to place in the top three, according to Open Knowledge International, which released the index on Tuesday. The result represented a major leap for Taiwan, which finished 36th in 2013 and 11th last year in the annual index that measures how open governments are in providing key information. However, in a statement on this year’s index, Open Knowledge International said that “significant progress is still to be made, as Taiwan’s overall score reveals that their data is only 78 percent open.” “Crucial datasets such as government spending, postcodes and land ownership are still closed and inaccessible to citizens,” the British non-profit organization said.

People may be the best city planners for their own neighborhoods. It’s hardly a novel thought, but it’s one that can become increasingly realized through technology. Bushwick’s own mapping startup, CartoDB, recently released a white paper on the issue of smart cities and how they can be more responsive to the needs of residents and visitors: Urban Insights: an Analysis of the Future of our Cities and Technology. It’s worth a read. “Leading smart cities are now welcoming citizen co-creation methods as the next evolution in smarter cities,” the report says. “The ideal vision for smart cities is one where infrastructure and services are connected with technology to empower informed citizens and government officials across agencies as partners.

New York City’s IT staff has spent the last few years working to open up the government’s data, and now local lawmakers are stepping in with some tweaks to the city’s policies. Last week, Mayor Bill de Blasio signed a package of five bills aimed at making the city’s pre-existing portal easier to use and more up to date. They update a 2012 law that requires the city’s agencies to post all their data to the portal by 2018. Advocates say the new statutes are meant to refine that process so the information remains useful. “Open data, at the time it was passed, was a landmark law,” Council Member Ben Kallos, a sponsor of one of the new laws, told StateScoop.
