(ANSA) – Rome, December 9 – Italy has climbed eight places in a global transparency ranking, Italy’s Civil Service Minister Marianna Madia announced Wednesday.     The country secured 17th spot in the 2015 ‘Global Open Data Index’, which assesses the state of open government data around the world.     This marked a significant improvement on 2014, when Italy came in 25th position in the ranking.     “The aim is to enter the top 10 most transparent countries in 2016,” Madia wrote on Twitter.     By Christmas, a ‘Freedom of Information Act’ decree, which will allow members of the public to access government information, will come into force, she said.

Microsoft has revealed new details about its plans to open data centers in Germany. In a blog post, Ralf Wigand, senior program manager at Microsoft Germany, noted that the German data centers will be controlled by a third party — T-Systems, a Deutsche Telekom subsidiary. All access to the data will be based on role-based access control (RBAC), he said. RBAC is a method of regulating access to computer or network resources based on the roles of individual users within an enterprise. It enables administrators to assign roles and tasks like creating, modifying or downloading files. In this context, access to data is based on the ability of an individual user to perform a specific task, such as to view, create or modify a file.

Science International, the first of a series of annual meetings of four top-level representatives of international science (the International Council for Science – ICSU, the InterAcademy Partnership – IAP, the World Academy of Sciences – TWAS and the International Social Science Council – ISSC), released an international accord on “Open Data in a Big Data World” at the Science Forum South Africa in Pretoria. The accord proposes a comprehensive set of principles that aim to provide a guiding framework for an African data science capacity mobilization initiative spearheaded by CoDATA-ICSU and supported by other Science International partners. It adds the distinctive voice of the scientific community to the ongoing discourse around open data in governments and inter-governmental bodies.

Montreal has adopted an “open by default” data policy, meaning that data collected by the city is now considered open unless it must be restricted for reasons such as confidentiality and public safety. The new policy was announced Wednesday by Harout Chitilian, deputy chairman of the city’s executive committee and responsible for information technology. “The release of data is an important tool for transparency and a vehicle for economic development contributing to the creation of quality jobs,” Chitilian said. “This new policy will allow the acceleration of release of the data, and pave the way for businesses and organizations who wish to develop new services to citizens, corresponding to their needs.

Data held by the federal government is a “strategic national resource”, according to a new policy statement authorised by Prime Minister Malcolm Turnbull. Under the policy, the government will push to expand public access to the data it creates. The government yesterday released the its Public Data Policy Statement to coincide with the launch of its $1.1b innovation agenda. The policy commits the government to an approach of open by default for non-sensitive data sets and to collaborating with researchers and the private sector to expand the use of government-collected data. Where possible, the government will make data available through easy-to-use APIs.

A new agreement between the Australian Federal Government and PSMA Australia Limited (PSMA) will see the release of one of the most requested ubiquitous, high-value datasets to the economy, PSMA’s Geo-coded National Address File (G-NAF), including its Administrative Boundaries datasets. Access to spatial data is becoming increasingly important given the rapid take-up and use of mobile devices in Australia and one of the most ubiquitous and powerful spatial datasets in a digital economy is a highly accurate geocoded national address file. In line with the Federal Government’s innovation plans, making the G-NAF available under open data terms will remove barriers to greater use of the data and unlock and create opportunities for industry innovation and competitiveness.
