Now, Attorney General Kamala Harris is asking for detailed data on each case. “The reason for the contact, prior to the use of force, whether or not it occurred on a school campus, the gender, the age, where the injury was,” Fresno Police Chief Jerry Dyer said. The department has the info, but Dyer says, usually focuses on other aspects. “The circumstances of the shooting, and whether or not that use of force was within department policy and within the law,” Dyer said.

Dubai: There has been an increasing need for organisations in the Middle East to be aware of, and compliant with, the legal framework for the processing, storage and transfer of data. This is true whether data is hosted internally on an organisation’s own servers or externally using a third-party data centre, which also includes the “cloud.” Hussam Sidani, regional manager for Gulf at Symantec, said that there are no pan-GCC or Pan-Arabic laws governing data protection and privacy. Nor are there any specific national laws or regulators governing data protection and privacy in the UAE of the type found in jurisdictions in the European Union. In 2015, he said that Dubai passed a bill enforcing the mandatory sharing of public and private data sets of information.

In separate deals, WPP’s GroupM and Dentsu’s Dentsu Aegis Network (DAN) have forged agreements with Chinese tech giant Tencent. The agreements will provide the ad holding companies with access to Tencent’s large trove of data to better help target Chinese audiences for their clients. The firm’s collection of data is massive — there are some 860 million active monthly users, according to Tencent’s third-quarter financial report. The companies said the deals will help GroupM and DAN improve data management and programmatic buying capabilities and better analyze consumer brand experiences and attitudes. The deal will also enhance the ad companies’ cross-device audience identification capabilities and generally improve media planning and buying optimization, the parties said.

While up until some months ago, commercial re-use of public data was widely prohibited, now everyone can create exciting new stuff based on the data that we all helped to pay for with our taxes, making Ireland’s public data real Open Data. We will of course continue our efforts to guide and counsel the public authorities on this topic, helping (and sometimes pushing them) forward to open up more data that is of importance for Ireland’s citizens. This year’s Chaos Communication Congress (32C3: Gated Communities) featured four days of superb talks and discussions on hacking and politics, and lucky for those who couldn’t attend, the legendary infosec conference already has its talks recorded and ready to view online. Much ado was made about the talk on train hacking and the passionate panel on Wassenaar. The talk that caught that caught my eye was “New memory corruption attacks” (printbf), which some are seeing as the drop of a “new” attack vector, and likely has a handful of attackers doing a happy dance well into 2016. My favorite talk, though more entertaining than purely technical, was Ryan Lackey’s history of data havens, notably the Haven.co project.

This Is How Visualizing Open Data Can Help Save Lives Identifying the location of pedestrian and cyclist injuries is a key first step for cities to reduce the occurrence. Cities are increasingly releasing data that they can use to make life better for their residents online — enabling journalists and researchers to better inform the public.  Los Angeles, for example, has analyzed data about injuries and deaths on its streets and published it online. Now people can check its conclusions and understand why LA’s public department prioritizes certain intersections.  The impact from these kinds of investments can lead directly to saving lives and preventing injuries. The work is part of a broader effort around the world to make cities safer.

Congress took action in 2015 to address privacy and transparency, but state legislatures emerged as the nation’s leaders for policy innovation. From Virginia to California, states adopted new policies to reclaim digital privacy, advance government transparency, and protect free expression. These new laws both protect residents of these states, and also provide models for other jurisdictions to emulate. Over the course of 2015, EFF and our grassroots supporters helped secure a series of important victories for privacy and transparency in California and Virginia, while enduring a disappointing setback in Florida undermining privacy and freedom of expression.
