Attorney General Kamala D. Harris today issued an information bulletin to California law enforcement agencies outlining new responsibilities under state law to track and report citizen complaints against peace officers, including complaints alleging racial or identity profiling. Under the new law, AB 953, California law enforcement agencies must begin collecting additional citizen complaint data starting on Jan. 1, 2016. An annual report of data must be submitted to the California Department of Justice beginning Jan. 1, 2017, and will be made available to the public and disaggregated for each individual law enforcement agency. “Racial and identity profiling undermine public trust and have debilitating effects on communities.

CHEYENNE, Wyo. (AP) — A federal judge has refused to dismiss a lawsuit contesting two new Wyoming laws barring people from gathering information about agriculture and other industries on private and public lands. U.S. District Judge Scott Skavdahl in Casper made the ruling Monday after questioning the constitutionality of the laws. The Wyoming Legislature passed the two similar laws earlier this year. The measures specifically prohibit the taking of photos or gathering of other data while trespassing on open land. A coalition of environmental, animal rights and other groups filed the suit, saying the laws try to prohibit gathering information used to challenge resource management decisions and expose animal cruelty.

Paris-based Plume Labs launched their interactive global pollution map earlier this year, and then followed it up co-organizing a presentation at the COP21 U.N. climate summit called “Data Against Climate Change”. Plume Labs sources its data from a diverse range, collecting half a million open data measurements from 11,000 stations each day to build predictive air quality models for more than 200 cities in 40 countries, and then maps the result on an hourly basis in its app, available on Apple’s App Store and Google Play. A little surprisingly, Vancouver at this moment has crested above its normal average rating with air quality rated at “low pollution” levels, while Montreal has dipped below its normal levels to qualify for “fresh air” status.

At the end of each year, PR folks from different companies in the analytics industry send me predictions from their executives on what the next year holds. This year, I received a total of 60 predictions from a record 17 companies. I can’t laundry-list them all, but I can and did put them in a spreadsheet (irony acknowledged) to determine the broad categories many of them fall in. And the bigger of those categories provide a nice structure to discuss many of the predictions in the batch. Predictions streaming in MapR CEO John Shroeder, whose company just added its own MapR Streams component to its Hadoop distribution, says “Converged Approaches [will] Become Mainstream” in 2016. By “converged,” Schroeder is alluding to the simultaneous use of operational and analytical technologies.

For California Forward, 2015 was an important and productive year. There has been a continued easing of partisan gridlock, strengthening of fiscal trends and more progress on restructuring of government authority to better align with the state’s size, diversity and complexity. CA Fwd CEO Jim Mayer reflected on the progress the organization made in a recent interview: The California Economic Summit is a year-round, regional collaboration across California. This year it focused on what it called the One Million Challenges—the need to create one million more skilled workers and build one million more homes in the next decade and to conserve one million acre-feet of water every year. Hundreds of Californians have been working on these issues throughout 2015.
