INDIANAPOLIS — On the one-year anniversary of Governor Mike Pence’s announcement of Just IN, a (since-canceled) state-run news service, John Gregg, the Democratic candidate for governor, is calling for greater government transparency in a policy proposal announced Monday. “While this governor would have created a taxpayer funded propaganda machine to control what information reporters and the public have access to, I want to throw open the doors of state government,” Gregg said in a release. There are four parts to Gregg’s open government initiative. Those are: Indiana received an F in for its access to public information in a 2015 report. Gregg said he would issue executive orders to make these parts happen, if necessary.

What kinds of social and economic transformation has open data brought about, and what is its future potential? How—and under what circumstances—has it been most effective? How have open data practitioners mitigated risks and maximized social good? Even as proponents of open data extol its virtues, the field continues to suffer from a paucity of empirical evidence. Members of Baltimore’s tech scene are already active in the greater community, and many spoke about the need to turn more focus to the city’s decades-old inequalities with renewed urgency in the wake of the unrest that followed Freddie Gray’s funeral. To keep that energy going, one next step is to rally around those issues ahead of the April 26 Democratic primary. The City of Chicago has launched a new tool to help developers and non-technical users alike work with the city’s open data sets. OpenGrid, the new tool, allows users to see how the information contained in Chicago’s data is represented within their specific neighborhood. If a user has a question about city services in their area, they’ll be able to see on a map what services are available and when. OpenGrid is hosted by the Smart Chicago Collaborative, an organization housed at the Chicago Community Trust. The tool is available as a web-based and mobile application. Funding for OpenGrid was made possible by the Bloomberg Philanthropies’ Mayors Challenge, an ideas competition focused on improving municipal government.

Facebook’s next data center will be in Clonee, Ireland. The village, which sits right outside Dublin will play host to Menlo Park’s sixth data center overall. According to Tech Times, the center will be packed with cutting-edge technology, making it one of the most advanced and sustainable data center facilities in the world. The site will be a big deal for locals; in contrast to Dublin, which is about 10 miles away, Clonee is home to only a few thousand people. The facility will rely completely on renewable energy to help the company reach its goal of powering 50 percent of its infrastructure with clean energy by the end 2018. Tom Furlong, Facebook’s vice president for site operations revealed that the center will handle web traffic and the company’s own computing needs.

Ice cream isn’t usually mentioned when discussing public sector IT, but Martin Reeves finds it a useful analogy when talking about what a collaboration between central and local government could achieve. “It’s not vanilla but a kind of choc-chip, rum and raisin stuff, about brilliant things that are happening in very different ways up and down the country,” he says. It reflects his desire to see digital technology meeting the specific demands of localities and regions, while drawing on the work done at the centre, and sharing the solutions when they work for other organisations. As digital lead for the Society of Local Authority Chief Executives (Solace), Reeves is thinking hard about the relationship between central and local government.

Singapore started 2016 with over 550 cases of dengue registered in the first week. The city’s environment agency warned of a new kind of virus going around and a “possible sharp increase in cases”. GovInsider looks at how Singapore’s open data on dengue can help officials preempt the disease, and citizens take action to prevent new cases. Our open dataset of the week is Singapore National Environment Agency’s data on dengue hotspots. The data shows the neighbourhoods where dengue cases have been registered, and is updated daily. Plotted on a map, it lights up areas where dengue is prevalent. This can tell environment officials where to focus clean-up programmes to destroy mosquito breeding grounds.

The Hodgman Liberal Government is committed to transparency and openness. As part of this ongoing commitment, it is my pleasure to announce the release of the Tasmanian Government’s Open Data Policy, which encourages the release of public data sets by Tasmanian Government agencies for reuse by the public. Open data makes data access easier and allows government information to be shared with the public for commercial and community benefit. Some agencies are now providing publications and specific datasets under open licenses, including Mineral Resources Tasmania (Department of State Growth); the Tasmanian Archives and Heritage Office (Department of Education); and a suite of mapping datasets from Land Tasmania (Department of Primary Industry, Parks, Water and Environment).
