Today the Knight Foundation has announced the 17 recipients of the latest Knight News Challenge Award, including one Washington, DC-based venture. Out of 1014 entries, “Weighing the Wisdom of the Crowd” and 16 others will receive a portion of the $3.2M fund to use data in order to inform and empower people to make better decisions about their lives, communities, and democracy. DC-based Weighing the Wisdom of the Crowd will receive $450,000, one of the largest rewarded amounts, in order to enable anyone to survey crowds and share reliable, credible results through the use of easy-to-use online tools that allow users to create more scientifically sound surveys. More specifically, they will enable anyone to conduct more scientifically-sound public opinion surveys.

The John S. and James L. Knight Foundation announced $3.2 million in funding to 17 projects for the Knight News Challenge on Data. According to a press release, the winners “reveal how people can use data to make important decisions about their lives and their communities.” The winners highlight data as an essential element in addressing community challenges and opening opportunities for learning and innovation. They address issues from police misconduct and digital privacy, to expanding access to public benefits, to improving data literacy and making it easier to find and use public information.

About 400 years ago, the British philosopher Francis Bacon proclaimed that knowledge is power. Knowledge is still valuable, but nowadays it rapidly becomes obsolete. It is much easier to alter and upgrade software than hardware, hence the enormous appeal of software defined networking (SDN). But all software needs an operating system to manage its interaction with other elements in the environment, which is why the rush is on to conquer the network operating system market. By necessity, most of the development efforts to date are open and interoperable with third-party systems. This makes a lot of sense, considering the limitations of a closed network deployed over a dynamic, geographically distributed infrastructure. Dell’s new OS10, for instance, is built on a native Linux kernel and supports the Open Compute Project’s Switch Abstraction Interface (SAI) to provide a common framework for a wide variety of network applications.

One councillor wants more oversight of the city’s purchasing cards after an audit estimated that 75 per cent of what is bought with them is not well recorded. The PricewaterhouseCoopers internal audit — presented to the city’s executive committee on Monday — noted that over a 20-month span the city’s use of purchasing cards, also known as P-Cards, amounted to $5.5 million. If the 75 per cent holds true for the whole amount, that means more than $4 million of the city’s P-Card purchases were not well documented. “Internal audit was unable to assess the appropriateness of P-Card transactions due to the lack of a documented reason accompanying the detailed receipts/invoices selected for review,” reads the PWC report.

H.R. 1965, the Small Company Disclosure Simplification Act, would direct the Securities and Exchange Commission to stop using open data to collect financial information from most companies – and go back to old-fashioned plain-text documents. To be sure, the proposal is based on justified frustration with the SEC’s failure to modernize its reporting requirements. But it moves the agency in exactly the wrong direction – away from modernization, instead of toward it. The right response would be to direct the SEC to fix the quality of its corporate financial disclosure data – not eliminate most of it. To explore these issues, Rep. Keith Ellison will host a briefing on H.R. 1965 this Friday, Jan. 27, at 2 pm in room 448 of the Cannon House Office Building. All are welcome.

Hortonworks has opened new premises in Cork, Ireland. The move is the latest international growth for the company following recent openings in London and Sydney. Hortonworks used the Irish opening to announce plans to take advantage of Cork tech talent by creating up to 50 local jobs. Hortonworks’ Cork office will provide space for an expanded global technical support team for more than 800 customers, as well as capacity for other operational professionals. Founded in 2012, in late 2014 the company became the first Apache Hadoop big data vendor to file for an initial public offering. The new site will also offer a location to welcome both partners and prospective customers.

Chicago just launched a new website called OpenGrid, which is the city’s attempt at parsing the avalanche of data it’s been collecting for the past five years. OpenGrid is a more usable evolution of the city’s Data Portal, a bare-bones website that hosts all of the publicly available information, which includes everything from building permits to noise complaints to city employee salaries (surprise: this is the most popular data set). OpenGrid was developed over the past six months after Chicago government officials kept hearing that the data sets were too unwieldy to make use of.

Data sharing and data transparency are becoming the new standard in pharmaceutical and medical device science. Sharing of data collected through clinical research maximizes its value to the scientific and clinical communities and promotes follow-up studies of secondary research using existing data. Sharing also minimizes duplication of data collection by allowing novel research questions to be addressed using existing data, which in turn lowers research costs and reduces human subject burden—while positioning clinical trial data as a public good. Importantly, sharing encourages multiple examinations and interpretations of data, which both protects against faulty analyses and contributes to verification, refinement, or refutation of earlier work.
