Journal Editors To Researchers: Show Everyone Your Clinical Data Medical editors don’t usually attract much attention. They perform their daily duties evaluating submissions and producing articles that, on good days, influence practice and policy. But last Wednesday, the editors of the leading medical journals around the world made a proposal that could change medical science forever. They said that researchers would have to publicly share the data gathered in their clinical studies as a condition of publishing the results in the journals. This idea is now out for public comment. As it stands now, medical scientists can publish their findings without ever making available the data upon which their conclusions were based.

The Chief Data Officer is one of the emerging executive roles gaining traction in some sectors, with research firm Gartner’s latest headline-grabbing prediction that 90% of large organisations will have a Chief Data Officer role by 2019. Mark Headd, open gov advocate and former Philadelphia Chief Data Officer, has scraped data on all of the DelDOT plow locations once per minute from Friday night through Monday morning. He’s put the data in GitHub with the info on each plow in JSON format. “It could easily be turned into something more interesting — a look at where the plows were over the weekend, which areas got plowed first/last, how many plows were active at any given time, etc.,” Headd wrote in an email. He mentioned Clear Streets, an open data project in Chicago that shows if your street has been plowed, as an example of what could come from the data. “Also hoping that DelDOT will evaluate the benefit of making this data more open going forward,” he said. D.C. and other local government do, of course.

Wandsworth Borough Council has decided to extend an agreement with Liberata to oversee the collection and processing of business rates until 2019. Building on a partnership dating back to 1999, £119m is estimated to be collected on average each year through the agreement, which will impact some 9,000 businesses that trade in the borough. According to the council, business rate contracts with Liberata have previously been re-bid and extended as part of ongoing work with the company. “The results speak for themselves, as for the past three years the partnership has helped the council to achieve collection rates of 99%, placing it in the upper quartile for business rate collections across London Boroughs,” said Kevin Legg, assistant director of revenue services at the council.
