The Department of Agriculture on Jan. 27 announced the winners of its USDA-Microsoft Innovation Challenge to use USDA open data to build online tools that could help strengthen the country’s food resiliency in the face of a changing climate. The challenge launched in July 2015 as part of the White House’s Climate Data Initiative. Working with more than 100 years of crop and climate data provided by the USDA through Microsoft Azure’s cloud environment, participants were asked to come up with new applications that farmers, ranchers, agriculture businesses, scientists and producers could use to improve food production.

The Orlando Police Department will release the race, sex, and age of sexual offenders, as well as where and when sexual assaults took place, on an open data portal it plans to launch in March. The website will feature location-specific maps, graphs, and detailed spreadsheets. OPD is the only agency in Florida planning to release such data, and one of thirty agencies in the country, as part of a White House Program called the Police Data Initiative. White House spokesman Caroline Bettinger-Lopez says agencies across the country are trying to learn the extent of sex crimes. “If you don’t know a situation, you can’t necessarily come up with tailored responses. This data is going to fill that gap here and serve as a template for other police departments.

The Governor of Delaware Jack Markell has issued a new executive order focused on open data policy. In the order, the governor establishes the Delaware Open Data Council which will be responsible for crafting open data policy and recommendations to be given to the state’s Department of Technology and Information. The Council shall be made up of members from most major state agencies including Delaware’s Chief Information Officer. Spots will also be open to appointees from the governor’s office. State agencies will have 120 days from today to craft a list of open data sets and submit them to the Council and the governor. These data sets will then be included in a forthcoming open data portal.

TOKYO — Understanding the Tokyo area’s complicated transit systems may soon become easier for foreigners with smartphone apps that provide real-time service updates and other information, backed by a cross-industry initiative. The Association for Open Data of Public Transportation — which has 40 members including railway and bus operators, airlines, information technology companies and the University of Tokyo — will lead the effort. The association will manage a database of transit information provided by Tokyo Metro, JR East and others, and publicize the data for free as early as this spring. Businesses will be able to use this information for app development, research and other purposes.

Yesterday, on 26 January 2016 Airbus Defence and Space signed contract with European Space Agency for designing and manufacturing two additional satellites under Copernicus program. Copernicus is European Earth observation program which is under constant development since 1998. At the beginning known as Global Monitoring for Environmental Security (GMES) became Copernicus in 2012. Program is ESA response for similar various programs developed independently by space agencies around the world. Copernicus is still developing to provide European Union necessary informations from remote sensing satellites.

Beginning in March, the Orlando Police Department will become the first agency in the country to release domestic violence and sexual assault data. Officials hope the information will be used to protect survivors and reduce assaults, and on Wednesday, various groups took part in a workshop analyzing the data. Nothing that could identify a victim will be released, but race, sex and other relevant facts regarding an attack will. Orlando police said they receive 3,000 domestic violence calls a year, equating to roughly eight per day. Orlando’s new open data website is part of the city’s effort to be more transparent to its citizens. The website, which goes live in March, will also contain information on economic development, permitting, and solid waste route maps.

Representatives from the White House and the U.S. Department of Justice’s Office on Violence Against Women attended a workshop hosted by Orlando Mayor Buddy Dyer, Police Chief John Mina, and the City’s Director of Innovation Matt Broffman on Wednesday, January 27 at the Iron Yard in Church Street Exchange. The event was part of the Police Data Initiative launched by the White House to bring together the tech community, law enforcement, and government offices on all levels to discuss the mobilization of public data against domestic violence and sexual assault. The OPD is the first agency in the country to release this type of data and is the only agency in Florida participating in this program.

In an extraordinary move, the International Committee of Medical Journal Editors last week issued a proposal to require researchers to share their clinical trial data as a condition for publication. And the researchers would also have to submit plans for how their data can be shared. The journal editors, who represent such periodicals as The New England Journal of Medicine and the Annals of Internal Medicine, believe data sharing “will help to fulfill our moral obligation to study participants, and we believe it will benefit patients, investigators, sponsors, and society.” The move comes after protracted tussling over access due to safety scandals that revealed trial data for some products was never fully published or disclosed.

As snow pounded the east coast of the United States this weekend, government entities rushed to do their part in helping citizens cope with the effects of the storm. And amid all those efforts were several jurisdictions that turned to a tool becoming more common in state and local government: maps. “Unfortunately a lot of the best technology comes out of disasters or major events,” said Christopher Thomas, director of government markets for the geographic information systems (GIS) company Esri. Among the mapping applications were internal dashboards, which government agencies used to coordinate snow plows and other crews and public-facing informational maps. Thomas said he sees increasing interest in use of GIS at all levels of government.
