MONTRÉAL, Jan. 27, 2016 /CNW Telbec/ – As part of its implementation of the City of Montréal’s Open Data Policy, Stationnement de Montréal confirm today its compliance by publishing its first data set on urban furniture location (pay stations, signage), regulations, parking rates, and paid periods for on-street parking. As a result, Stationnement de Montréal is the first organization within the City’s reporting entity to open its data to the public through its website and the City of Montréal’s open data portal. “We are proud to announce that todays marks the publication of our first data set,” said Charles Auger, General Manager of Stationnement de Montréal. “We believe this data will enable companies and organizations to provide new on-street paid parking services to citizens.

Delaware’s open data community is thrilled: Gov. Jack Markell is signing an executive order Wednesday establishing an open data portal for executive branch agencies. That is, tentatively thrilled. Few details have been released about data the portal will actually have, or the governor’s reasoning for signing the order now. (We’ll be writing about this more.) The executive order, No. 57, has not yet been posted online. Delaware open data guy David Ginzberg has a hunch that the state’s chief information officer, James Collins, had something to do with it. In a release from Gov. Markell’s office, Collins is slated to be at the signing in Dover, as well as Ginzberg’s open data meetup partner, Ryan Harrington. Ginzberg said he’s excited about the possibilities the portal might bring.

Popular CKAN extensions ‘Archiver’ and ‘QA’ have recently been significantly upgraded. Now it is relatively simple to add automatic broken link checking and 5 stars of openness grading to any CKAN site. At a time when many open data portals suffer from quality problems, adding these reports make it easy to identify the problems and get credit when they are resolved. Whilst these extensions have been around for a few years, most of the development has been on forks, whilst the core has been languishing. In the past couple of months there has been a big push to merge all the efforts from US (data.gov), Finland, Greece, Slovakia and Netherlands, and particularly those from UK (data.gov.uk), into core. It’s been a big leap forward in functionality.

For many years, Chicago has published an estimable amount of public data. But as seamless as the city’s made it to acquire the data, using it has required some expertise. For example, getting crime data for a ward or community area is easy because the data is categorized that way, but getting it for a neighborhood requires at least modest skills with geocoding (and lots of time, depending on how modest your skills are). Last week, the city debuted what it hopes will make that process easier: OpenGrid. It’s an interface for the city’s open data that allows users to run their searches off a map, creating their own geographies as they go and mashing up data as they wish.

This week the British Polling Council published its report into the failure of opinion polls to predict the 2015 General Election outcome. The investigation found that the online and telephone polling techniques overstated support for the Labour party. Rather than the result being explained in terms of the reluctance of “shy Tories”  to admit their support for the Conservatives, instead the survey methods simply failed to provide access to key groups of the population who supported the Conservatives strongly. Their voices went unheard in the polling but not in the ballot box. So surveys don’t always provide an objective or accurate picture. Who knew? This should ring bells in the third sector.

The National Information Technology Agency (NITA) has officially announced the opening of the National Data Centre to private businesses for commercial use. The benefits to be derived in using the facility included cost efficiency as compared to purchasing and hosting an in-house physical server, reliability in terms of uninterrupted power supply, relentless cooling and 24 hours security of data and equipment. Other benefits included the fact that periodic maintenance would be done on the server, flexible customization of server specification, and upgrade as well as higher bandwidth at a low cost.
