The Zika outbreak comes at a time of ongoing advances in data sharing policy, including a new call by the Wellcome Trust for journals and research funders to support open sharing of Zika research.  PLOS Medicine Chief Editor Larry Peiperl and PLOS NTDs co-Editor-in-Chief Peter Hotez call on researchers to make full use of these opportunities. The spreading epidemic of Zika virus, with its putative and alarming associations with Guillain-Barre syndrome and infant microcephaly, has arrived just as several initiatives have come into place to minimize delays in sharing the results of scientific research.

Robin-Eve Jasper is president of the NoMa Business Improvement District, which hosts the speaker series “Nerds in NoMa.” (Mark Jenkins/For The Washington Post) Home to media companies, think tanks and government agencies, the neighborhood known as NoMa (for “north of Massachusetts”) has a large contingent of policy gurus and technology savants. Could it be said that NoMa has an affinity for nerds? “We think so!” Robin-Eve Jasper responded with a laugh. Jasper is president of the NoMa Business Improvement District, which since 2013 has sponsored a speaker series, “Nerds in NoMa.” The next installment is set for 6 p.m. Tuesday in the lobby of 1200 First St. NE, the building that contains the BID’s offices. “The residents in the neighborhood are highly educated,” Jasper said.

Brian Bowman is “very confident” infrastructure dollars will flow from the federal government, but mayors around the country are waiting on Ottawa’s response to a push to change the Build Canada funding model. Bowman, who was part of the Big City Mayors’ Caucus last week, said the mayors in attendance passed a unanimous motion to call on the feds to change the funding model of Building Canada, which addresses infrastructure priorities, to one that puts 50% responsibility on the federal government. Currently, the model puts a third of costs on each of the levels of government. Bowman said he believes Winnipeg will receive its fair share in infrastructure commitments. “I’m very confident,” he said.

A new IBM “data engine” for running key open source analytics frameworks is built on the company’s recently added line of OpenPower Linux servers customized for big data workloads. Technical details of the IBM data engine for Hadoop and Spark were released this week (Feb. 9). The company said the analytics platform would be available on March 18. IBM (NYSE: IBM) said its date engine targets retailers increasingly combining customer-buying patterns with real-time social media feedback along with manufacturers analyzing event data. It also is geared to IT and security teams trying to analyze log data in search of breaches. A range of data engine configurations will be offered based on IBM’s line of Power8 servers with up to 1 Tb of memory.

Seattle Police have been posting crime data online for years, but now they’re working to help citizens better understand and engage with that information. Last week, the department held a community meeting to educate the public about its open data offerings, with a focus on explaining the nuances behind the information that police post so that users can make more informed decisions about how to use the data. In a webinar Tuesday — which was hosted by Socrata, the company that helped the department build some of its open data tools — Chief Information Officer Bill Schrier noted that this meeting was just one part of the department’s broader efforts to engage the city about how to use police data.

The World Health Organization (WHO) today released a comprehensive backgrounder on Zika virus issues related to childbearing-age women, covering reports of sexual transmission and contraception resources, as researchers promised open data sharing and reported new Zika-related microcephaly findings. So far this week the number of Zika-affected countries and territories in the Americas has remained stable at 26, but global health officials expect the outbreak to expand, even to parts of the continental United States. In a risk assessment update earlier this week, the European Centre for Disease Prevention and Control (ECDC) said 21 countries are experiencing increasing or widespread transmission, most of them in the Americas.
