The database is a story of murders, suicides and suffering that’s 10,000 data sets strong. It chronicles the deaths of inmates found in their cells; officers shot on duty; and incidents of drug abuse, domestic violence, hate crimes, gang activity and a litany of other wrongs. The data is murky and dispiriting both for what it depicts and what it does not. Billed as the “Hall of Justice,” the repository designed by the Sunlight Foundation was released this month to spotlight the dearth of open criminal justice information available and the wealth of controversial issues surrounding data publication. In total, the transparency group said the gathering process required 18 months and support from multiple public and private institutions.

IT & Housing Exhibition, London, 10 February, 2016 – Many smaller housing associations could be missing out on the benefits of using geographic information simply because they are unable to justify employing a dedicated mapping expert. Recognising this, British GIS and web mapping software developer, Cadcorp, is introducing a service designed specifically for housing associations that manage less than 10,000 properties. The new service will be launched at today’s IT and Housing Exhibition. Martin McGarry, managing director, Cadcorp, said “Under the service the responsibility for managing both map data and web mapping software sits with Cadcorp. The housing association simply subscribes to a service that includes software, data and management services”.

PSD2 came into force last month and will need to be implemented into national laws across the EU by 13 January 2018. The new legislation replaces a previous directive on payment services and will impose obligations on companies involved in the payments market that have previously been outside the scope of regulation, reflecting innovations that have emerged in recent years and the different types of companies now involved in delivering payment services. The FCA has existing guidelines that help PSPs subject to existing payment services laws to comply with the current legal framework, but has announced its intention to update the guidance to reflect the new PSD2 regime. The existing guidance comprises the Payment Services Approach Document and the Perimeter Guidance Manual, the FCA said.

As part of the Scientific Exploitation of Operational Missions (SEOM) programme element, the European Space Agency (ESA) is pleased to announce the first advanced training course in Earth Observation of the Cryosphere, which will be hosted at the University of Leeds (UK), from 12 to 16 September 2016. Lead by members of the CCI Antarctic Ice Sheet project, the course will cover all aspects of cryosphere remote sensing. The course aims to train the next generation of Earth Observation (EO) scientists to exploit data from ESA and other EO satellite missions for science and applications development. The training will include formal lectures by leading scientists as well as hands-on computing exercises exploiting real and simulated data.

For the third consecutive year, California public health leaders will come together in March at the Sacramento Convention Center for the annual Open DataFest — but this year, they’re also taking the show on the road. The first-ever Bay Area Regional Open DataFest will be held in Palo Alto this weekend at the Li Ka-Shing Center at Stanford University. Stewards of Change Institute — in partnership with the California Health & Human Services Agency — will host the event along with the Stanford School of Medicine Center for Population Health Sciences. Next month the event will return to Sacramento for California HHS Open DataFest III.

In a recent data journalism workshop in Yerevan, Armenia, a young journalist discovered that after years of leading the European Union in the rate of incarceration, with a steady uptick over five years, the rate had suddenly stalled. The California Attorney General’s Office is adding new features and information to its transparency website for policing and criminal justice data. Beginning Feb. 11 the updated OpenJustice 1.1. platform will add new data, including “visual tools and interactive charts to allow users to compare and cross reference county and agency data sets against statewide averages, and local crime data,” an announcement from the AG’s Office said. The additions mark the one-year anniversary of Attorney General Kamala Harris convening the new 21st Century Policing Working Group, which is examining issues in the public spotlight such as implicit bias and use of force. Harris announced the launch of OpenJustice, a criminal justice open data initiative, in September 2015.

CrunchBase, a service that surfaces information about startup funding, venture capital investments and people in the startup ecosystem, was spun out of TechCrunch and its parent company AOL/Verizon late last year. At the time, the new company raised a funding round led by Emergence Capital, with AOL/Verizon still holding on to a significant stake in the company. Today, CrunchBase announced that it has closed a $2 million Series A2 round. The company is also officially launching a paid program that will give developers access to its data. (Disclaimer: TechCrunch is owned by AOL/Verizon and CrunchBase was incubated inside of TechCrunch. I have no stake in the success of CrunchBase and am covering this just like any other startup funding story).
