An independent analysis of the value and impact of the European Bioinformatics Institute published by Charles Beagrie, Ltd. shows that for every £1 million invested, EMBL-EBI returns ~£20 million in value to the global scientific community Cambridge, UK, 11 February 2016 – UK-based consultancy Charles Beagrie Ltd. has published an in-depth analysis of the value and impact of the European Bioinformatics Institute (EMBL-EBI), an intergovernmental organisation that delivers freely available molecular data and services to scientists around the world. The report values the benefits to users and their funders at £1 billion per annum worldwide – equivalent to more than 20 times the direct operational cost of the institute.

The Foreign Office has created the government’s first open register to provide a single database on every country in the world to be used across the public sector. At the Government Digital Service (GDS) Sprint 15 event, Alison Daniels, digital transformation leader at the UK Foreign and Commonwealth Office, announced the Country Register, a database that replaces similar and duplicate datasets across the government. “This is now the canonical list, the one list you can come to and know it is produced by a trusted source and know it is the latest, up-to-date list,” she explained.

The federal budget has never been particularly pretty. At thousands of pages long with many complicated details and subsections, the budget is tough for the ordinary citizen to even look at, let alone read through. For the second consecutive year, Socrata — a Seattle-based startup specializing in cloud solutions for open data and government accountability — has effected a complete makeover for President Obama’s final budget, simplifying and prettying up the data so that citizens can easily access and read the portions of the budget that are of interest.

Coming in at 182 pages of dense, complex financial data, the President’s Fiscal Year 2017 budget proposal is intimidating reading for all but the most dedicated fiscal wonks. That was, until this week, which saw the debut of a website designed for visual exploration of the budget proposal, enabling citizens to dive into the data and easily see where tax dollars are going. The White House, as part of its ongoing push for open data in government, has made all of the numbers in its recently released budget proposal machine readable. The website and application built by Socrata, a government-centric software company, leverages that structured data and provides powerful search tools to deliver multi-faceted visualizations.

Texas’ new statewide data coordinator is pushing the state’s multitude of agencies to use data more effectively. Ed Kelly told StateScoop that he’s already kicked off efforts to encourage agencies to share and post data since starting in the newly created role last September, but over the coming months, he’s hoping to see a major change in the way the state manages its info. “Data is one of those types of things that changes the culture of an agency overall,” Kelly said. “I’ve only scratched the surface with what I’ve done so far.” Kelly feels the Legislature recognized the need for just such a culture change across the state’s agencies when it passed the statute creating his position last year.

A major bone of contention in academic research in biology concerns the ownership of and third-party access to research data. Should research data be made available publicly for everyone to access, or should it be closely held by the producers of the data behind an iron curtain? Should research publications, typically written in a language that is unintelligible to those outside the domain of research concerned, be deposited in copyleft venues allowing unhindered access to all? One would have believed that the issue was settled, and that the answer would be an emphatic yes in favour of open access to research data and publications.
